CHAPTER - 15<br />

VIGILANCE ACTIVITIES/DISCIPLINARY CASES<br />

1. During the year 2007-08, attention on preventive<br />

vigilance in Public Sector Enterprises <strong>of</strong> the <strong>Ministry</strong><br />

<strong>of</strong> <strong>Power</strong> was continued. A review <strong>of</strong> the vigilance work,<br />

being done by the various Public Sector Enterprises<br />

and Offices functioning under the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>,<br />

was undertaken by Secretary (<strong>Power</strong>) in meetings<br />

with CVOs <strong>of</strong> PSUs under this <strong>Ministry</strong>. As per CVC’s<br />

instructions stress has been given on improving<br />

Vigilance Administration – by leveraging <strong>of</strong> technology<br />

for transparency.<br />

2. A regular monitoring and watch is being kept on the<br />

cases received from CVC under Public Interest<br />

Disclosure Resolution. The CVO, <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong><br />

submitted its reports and comments on the cases<br />

referred by CVC including those under the CVC Act.<br />

CVO, <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> also held discussions in CVC<br />

for disposal <strong>of</strong> important cases. PSUs were requested<br />

to ensure greater compliance with the guidelines issued<br />

by the CVC for processing and award <strong>of</strong> tenders.<br />

Various cases <strong>of</strong> vigilance irregularities were disposed<br />

<strong>of</strong> by the Vigilance Wing. Three cases <strong>of</strong> disciplinary<br />

proceedings are pending/contemplated and are at<br />

different stages <strong>of</strong> processing. Timely disposal <strong>of</strong><br />

vigilance clearance has been ensured in the matters<br />

pertaining to <strong>Ministry</strong> and PSUs. All CVOs are in place<br />

and no vacancy exists.<br />

3. Vigilance Awareness Week was celebrated in this<br />

<strong>Ministry</strong> and its Attached Offices/PSUs from 12th<br />

November to 16th November 2007. On this occasion<br />

the pledge <strong>of</strong> integrity and transparent working was<br />

administered to all the <strong>of</strong>ficers and staff <strong>of</strong> the <strong>Ministry</strong>.<br />

A competition on “Is the existing legislation effective in<br />

combating corruption? What are the changes needed.”<br />

was organized by inviting suggestions from the <strong>of</strong>ficers<br />

and staff <strong>of</strong> <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> to convey the message<br />

<strong>of</strong> integrity, honesty and transparency in the society.<br />

VIGILANCE ACTIVITIES/ DISCIPLINARY CASES APRIL<br />

2007 TO NOVEMBER 2007-NTPC<br />

1. NTPC Vigilance Department – as ISO 9001-2000<br />

accredited Department <strong>of</strong> the NTPC, consists <strong>of</strong> four<br />

units, namely Corporate Vigilance Cell, Departmental<br />

Proceeding Cell (DPC), MIS Cell and Technical Cell<br />

(TC). These units deal with various facets <strong>of</strong> Vigilance<br />

Mechanism. Exclusive and independent functioning <strong>of</strong><br />

these Units ensure transparency, objectivity and quality<br />

in vigilance functioning.<br />

2. The disposal <strong>of</strong> complaints has been in accordance<br />

with the time-frame prescribed by the CVC. Total 65<br />

complaints were handled during the period. Out <strong>of</strong> this<br />

40 complaints were carried to a logical conclusion and<br />

the remaining are under investigation. Besides that 03<br />

complaints were received from CVC. These complaints<br />

were also taken up for investigation within the stipulated<br />

time-frame.<br />

3. 43 <strong>of</strong>ficials were proceeded against for major penalty<br />

disciplinary action, 81 <strong>of</strong>ficials were proceeded against<br />

for minor penalty action and 98 <strong>of</strong>ficials were proceeded<br />

against for administrative action from April 01, 2007 to<br />

November 30, 2007. Major penalty was imposed on 10<br />

<strong>of</strong>ficials and minor penalty was imposed on 19 <strong>of</strong>ficials.<br />

Out <strong>of</strong> the above cases 19 employees were facing<br />

disciplinary action in CVC cases as on March 31, 2007<br />

(13 employees were facing major penalty action, 06<br />

employees were facing minor penalty action). 02 cases<br />

<strong>of</strong> major penalty action and 06 cases <strong>of</strong> minor penalty<br />

action were disposed <strong>of</strong> during the period. During the<br />

period 06 employees were added. Hence, as on<br />

November 30, 2007, disciplinary action is pending<br />

against 17 employees in CVC cases.<br />

4. So far as CBI cases are concerned, 02 CBI cases are<br />

under prosecution as on November 30, 2007.<br />

5. 204 Surprise Checks were conducted. Recovery <strong>of</strong> Rs.<br />

78,41,212/- was effected. 24 System Circulars were<br />

issued. During the period 23 Preventive Vigilance<br />

Workshops were conducted at various projects/ places<br />

in which 1049 employees participated. Property Returns<br />

relating to immovable property are obtained from<br />

employees every year. Internal Audit Reports pertaining<br />

to NTPC Projects/ Stations, Sites and Regional<br />

Headquarters received from NTPC Finance Dept.<br />

during the year were examined from vigilance angle.<br />

6. Vigilance Awareness Week was observed all over<br />

NTPC with tremendous enthusiasm, in NTPC Project,<br />

Regions, and Sites from November 12, 2007 to<br />

November 16, 2007.<br />

VIGILANCE ACTIVITIES-REC PROGRESS MADE<br />

DURING THE CURRENT YEAR UPTO NOVEMBER, 2007<br />

The Vigilance Division is headed by the Chief Vigilance<br />

Officer. The Vigilance set up consists <strong>of</strong> a CVO and three<br />

Officers who endeavour to improve all facets <strong>of</strong> vigilance<br />

i.e preventive, detective and punitive and ensure<br />

that the guidelines issued by CVC are implemented<br />

by the Corporation.<br />
