And <strong>Power</strong> Private Limited under Joint Ventures with GAIL.<br />

The generation performance <strong>of</strong> NTPC Stations has<br />

consistently been at high level. The gross generation from<br />

NTPC stations, excluding joint ventures, during the year 2007-<br />

08 (upto 30.11.2007) has been 129631 MUs as against<br />

119832 MUs generated during the same period last year.<br />

NTPC achieved a PLF <strong>of</strong> 89.34% with availability <strong>of</strong> 89.79%<br />

during the period.<br />

4.0 COMMERCIAL PERFORMANCE<br />

Allocation <strong>of</strong> power from New Projects<br />

a. Allocation <strong>of</strong> power from Sipat STPS Stage-I<br />

(3x660MW) and Sipat STPS Stage-II<br />

(2x500MW) was issued by MOP on 12.11.2007<br />

and 25.09.2007 respectively. Further,<br />

reallocation <strong>of</strong> power from Talcher STPS Stage-<br />

II (4x500MW) incorporating allocation <strong>of</strong> 200 MW<br />

(10%) to State <strong>of</strong> Orissa as Home State share<br />

was issued by MOP on 19.04.2007.<br />

b. Allocation <strong>of</strong> power from Meja TPS (2x660MW)<br />

and Tanda expansion project (2x660 MW) for<br />

Uttar Pradesh was issued by MOP on<br />

26.10.2007.<br />

Status <strong>of</strong> PPAs<br />

As part <strong>of</strong> the efforts to ensure viability <strong>of</strong> its investment, the<br />

company continued its practice <strong>of</strong> signing PPAs for sale <strong>of</strong><br />

power from New Projects. During the year 2007-08 (till<br />

November 2007), following PPAs were signed :<br />

MOU signed with Uttar Pradesh for <strong>Power</strong> Supply from Meja TPP (2x660MW) on 22.11.2007.<br />

Settlement <strong>of</strong> Outstanding Dues <strong>of</strong> NTPC<br />

The amount billed for the financial year 2007-08 (upto<br />

November 2007) was Rs.21423.62 crores with realization<br />

<strong>of</strong> Rs.21323.67 crores. The balance payment is likely to be<br />

received in December 2007, leading to 100% realization <strong>of</strong><br />

dues against the energy supplied to various beneficiaries<br />

for fifth successive year.<br />

Government <strong>of</strong> Bihar are paying Rs. 60 Crs. per month w.e.f.<br />

April 2006 directly from RBI account to NTPC against monthly<br />

bills for energy supplied from NTPC stations to BSEB.<br />

However, the arrears <strong>of</strong> Rs.1310.83 crores, including 40%<br />

surcharge, pertaining to the period upto 30.09.2001 payable<br />

by Govt. <strong>of</strong> NCT Delhi for DESU period to NTPC are yet to<br />

be settled. For settlement <strong>of</strong> these dues. MOP had put up<br />

a proposal to CCEA for securing the dues <strong>of</strong> DESU period<br />

applying the principal <strong>of</strong> TPA. CCEA directed that first a<br />

meeting by Secretary (Expenditure) be convened with<br />

concerned Officials for settlement. In the first meeting<br />

convened by Secretary (Expenditure), the methodology for<br />

securitization <strong>of</strong> these dues were discussed. To finalise this,<br />

a meeting was again taken by Secretary (Exp.) <strong>Ministry</strong> <strong>of</strong><br />

Finance with <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> on 26.07.2005. A meeting<br />

was again held on 16.01.2007 between JS & FA and<br />

Secretary (Expenditure) to resolve the issue. In this regard,<br />

a draft cabinet note has been prepared and circulated by<br />

<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> and is under finalisation.<br />

Status <strong>of</strong> implementation <strong>of</strong> One-Time Settlement<br />

Scheme (OTS)<br />

a. Redemption and servicing <strong>of</strong> Bonds Under One Time<br />

Settlement<br />

RBI has redeemed third installment (5%) due on<br />

01.10.2007 against bonds issued on behalf <strong>of</strong> State<br />

Government. Further, full redemption under call option
