AREP (Accelerated Rural Electrification Programme) and<br />
Kutir Jyoti Programme. Under this scheme there was<br />
a provision for providing 40% capital subsidy for rural<br />
electrification projects and the balance as loan Assistance<br />
on s<strong>of</strong>t terms from REC. The scheme has now been merged<br />
with the new scheme RGGVY.<br />
(vi) Rajiv Gandhi Grameen Vidyutikaran Yojana<br />
(RGGVY)<br />
This Scheme <strong>of</strong> Rural Electricity Infrastructure and<br />
Household Electrification has been introduced in April, 2005<br />
for achieving the National Common Minimum Programme<br />
objective <strong>of</strong> providing access to electricity to all Rural<br />
Households over a period <strong>of</strong> four years. Rural Electrification<br />
Corporation (REC) is the nodal agency for the programme.<br />
Under this scheme 90% Capital Subsidy will be provided<br />
for rural -electrification infrastructure through: -<br />
(i) Creation <strong>of</strong> Rural Electricity Distribution Backbone<br />
(REDB) with one 33/11 kV (or 66/11 kV) substation in<br />
every block where it does not exist.<br />
(ii) Creation <strong>of</strong> Village Electricity Infrastructure (VEl) for<br />
electrification <strong>of</strong> all un-electrified villages/habitations<br />
and provision <strong>of</strong> distribution transformer(s) <strong>of</strong><br />
appropriate capacity in every village/habitation.<br />
(iii) Decentralized Distributed Generation (DDG) and<br />
Supply System from conventional sources for Villages/<br />
Habitations where grid supply is not cost effective and<br />
where <strong>Ministry</strong> <strong>of</strong> Non-Conventional Energy Sources<br />
would not be providing electricity through<br />
their programme(s).<br />
Balance 10% will be loan assistance on s<strong>of</strong>t terms by REC.<br />
The scheme, inter-alia, provides for funding <strong>of</strong> electrification<br />
<strong>of</strong> all un-electrified Below Poverty Line (BPL) households<br />
with 100% capital subsidy.<br />
The scheme aims at electrifying all un-electrified villages<br />
over a period <strong>of</strong> four years and provide access to electricity<br />
to all rural households.<br />
STATUS OF RURAL ELECTRIFICATION UNDER RAJIV<br />
GANDHI GRAMEEN VIDYUTIKARAN YOJANA (RGGVY) .<br />
All the states except Delhi & Goa have signed Agreements<br />
under RGGVY. CPSUs are implementing the scheme in<br />
139 districts. 235 Projects were taken up for implementation<br />
in X Plan. Balance projects are being taken up in XI Plan.<br />
Since April, 2005, till 11th January, 2008,44,216 un-electrified<br />
villages in Rajasthan, Uttar Pradesh, Uttrakhand,<br />
Chhattisgarh, Madhya Pradesh, Karnataka, Bihar,<br />
Jharkhand and West' Bengal have been electrified under<br />
this scheme. Besides above, intensive electrification <strong>of</strong><br />
24,394 already electrified villages has also been achieved.<br />
In 2007-08, 5691 un-electrified villages have been electrified<br />
as on 11.01.2008.<br />
Franchisees are in place/operation in 14 states namely,<br />
Uttar Pradesh, Uttrankhand, Karnataka, West Bengal,<br />
Assam, Nagaland, Haryana, Orissa, Madhya Pradesh,<br />
Andhra Pradesh, Rajasthan, Bihar, Gujarat and<br />
Chhattisgarh covering 73,422 villages. Revenue collection<br />
and consumer services have improved in the states where<br />
franchisees are in operation. The <strong>Ministry</strong> is pursuing<br />
capacity building <strong>of</strong> franchisees to make them effective and<br />
sustainable.<br />
All the 27 states participating in RGGVY have notified<br />
constitution <strong>of</strong> District Committees to, inter-alia, monitor the<br />
implementation <strong>of</strong> RGGVY & all the 26 states except<br />
Manipur have notified rural areas to take the advantage <strong>of</strong><br />
the exemptions provided in the Act for setting up<br />
Decentralized Distributed Generation.<br />
CONTINUATION OF RAJIV GANDHI GRAMEEN<br />
VIDYUTIKARAN YOJANA IN 11 TH PLAN PERIOD<br />
The continuation <strong>of</strong> Rajiv Gandhi Grameen Vidyutikaran<br />
Yojana has been approved by the Government in the<br />
11 th Plan for attaining the goal <strong>of</strong> providing access to<br />
electricity to all households, electrification <strong>of</strong> about 1.15 lakh<br />
un-electrified villages and electricity connections to 2.34<br />
crore BPL households. The approval has been accorded<br />
for capital subsidy <strong>of</strong> Rs.28000 crore during the 11 th Plan<br />
period, at this stage.
