The leaflet also points out that some broadcasters already operate outside<br />

the Broadcast Bands defined by the ITU. They say this affects an estimated<br />

330 kHz of spectrum outside of the broadcast bands between 4 and 10 MHz.<br />

Agenda Item 1.13:<br />

and 544 (WRC&#8209;03), to review the allocations to all services in the<br />

HF bands between 4 MHz and 10 MHz, excluding those allocations to services<br />

in the frequency range 7 000-7 200 kHz and those bands whose allotment<br />

plans are in Appendices 25, 26 and 27 and whose channeling arrangements<br />

are in Appendix 17, taking account of the impact of new modulation<br />

techniques, adaptive control techniques and the spectrum requirements for<br />

HF broadcasting"<br />

The discussion on this agenda item started as expected. As CEPT is the<br />

only regional organisation, who has other proposals than NOC, every word<br />

said by CEPT is on the 'goldscale'. It is sometimes amusing to see that<br />

during discussion on elements of the AI, such as Resolution 729, every<br />

proposal made by CEPT is brought in connection to a possible modification<br />

of Art. 5, whilst Resolution 729 is in no way related to Art. 5.<br />

In the sub working group dealing with 1.13 firstly a first confrontation<br />

took place with the rest of the world. And this was on the or<strong>der</strong> how the<br />

elements of the AI should be discussed only. We could agree that the fist<br />

item to start was Resolution 729 but so far no agreement was reached<br />

whether first Resolution 351 or Resolution 544, combined with the review<br />

of the bands 4-10 MHz should be handled first. As said almost the whole<br />

world is in disagreement with the CEPT proposals for AI 1.13 especially<br />

related to the additional spectrum for broadcasting and all type of quasi<br />

technical arguments are used to stop us.<br />

Coming week the real 'fights' will start on this issue and we will see<br />

where we are at the end of next week. That it will not be easy is perhaps<br />

too simple statement.<br />
