USA/CUBA/WARC WRC Takes Sides Against U.S. Broadcasts to Cuba.<br />

The World Radiocommunication Conference said this week that U.S.<br />

transmissions against Cuba are illegal, according to a report by Prensa<br />

Latina, a Latin American news agency.<br />

It reports that the finding caused irritation among U.S. representatives<br />

at the forum in Geneva.<br />

"After three weeks of negotiations, the conference of technical experts<br />

>from several countries rejected this practice," the agency reported.<br />

It quotes WRC as finding that "radio transmissions from an aircraft only<br />

toward the territory of another government, and without its consent<br />

contravenes radio communication regulations." The news organization quoted<br />

diplomats calling the move a "firm rejection of measures implemented by<br />

the Bush government" in recent years.<br />

The group also complained about U.S. interference with Cuban broadcast<br />

services, "despite several requests by the Radiocommunications Office."<br />

According to Prensa Latina, the U.S. delegation then decided to withdraw<br />

>from the agreement and "clearly challenging the meeting, (saying) the<br />

illegal transmission policy toward Cuba will be maintained."<br />

Checking just before 0300 tonight (16 Nov), it's Voice of Russia in<br />

English now.<br />

7350 Mayak, *0200+; thanks David Crawford discovery a couple of weeks ago.<br />

Nightly and local level; so nice to hear Mayak once again, and the<br />

interval signal just before the hour. Not the same Mayak of old, now with<br />

sporadic US/UK pop music at times, and slick canned ID's. Transmitter site<br />

unknown, thus my generic lumping un<strong>der</strong> "Russia" for this entry (really<br />

Moldova or Ukraine?).
