It is safe to say that this is deliberately misleading information.
This has been discussed ad infinitum already. There is no evidence that
IRRS has a 150 kW SW transmitter really in Milan or anywhere in Italy.
IRRS has been allowed to participate in HFCC without disclosing its real
transmitter sites. Other participants may lie about them, but IRRS just
doesn't say.
IRRS is really like other SW transmission brokers, which may sublease time
on other transmitter sites. It's just a big secret with IRRS, leading to
suspicions that something underhanded is going on.

1400-1430 15675 250kW 005degr 246 East Africa Unknown 246 meaning Tuesday,
Thursday and Saturday.
Cf. Steve Lare's report in DXLD 7-133 of similar programming at this hour
on 15390 via Armavir/Krasnodar, which we thought was also SSIRS. This time
I checked 15390 and a weak signal did not seem to be in parallel, so is
this actually something else? 15390 is scheduled daily, Merlin/VTC broker.
However, SSIRI is known to use a variety of different transmitter sites,
also UAE.

On Tuesday 6th November I logged Southern Sudan Interactive Radio
Instruction from 1400-1430 UT on both 15390 and 15675 kHz. Both were in
English but there were completely different lessons on each frequency.
Neither heard when checked on Wednesday 7th; I haven't been able to check
since.
The s/off announcement on 15675 kHz at 1428 UT said they could be heard
Monday, Wednesday and Friday morning, repeated afternoons Tuesday,
Thursday and Saturday (but no frequency or times given) so they may be on
again today (Saturday 10th).
