History from 1999 year:<br />

Poro Point, San Fernando City - amid tight security reminiscent of US<br />

control over its former baseland here, US Ambassador Thomas Hubbard and<br />

Bases Conversion Development Authority officials turned over to the<br />

government of the Philippines what could be the last sprawling American<br />

turf in this part of the country - the Voice of America compound at the<br />

former Wallace Air Station.<br />

The VOA is the broadcasting service of the United States Information<br />

Agency. It broadcasts international, regional and US news in 53 languages,<br />

24 hours a day to an estimated worldwide audience of 19 million. It began<br />

in 1942 as the international broadcast arm of the us Office of War<br />

Information to counter the Third Reich's effective use of propaganda.<br />

The VOA facility at Poro Point today targets audiencies in Vietnam and<br />

China and is consi<strong>der</strong>ed an important communication facility of the United<br />

States in Asia.<br />

According to <strong>BC</strong>DA officials, 67 hectares of 80 hectares at Poro Point and<br />

another 30 hectares at Camp John Hay in Baguio City that have been<br />

occupied by the VOA un<strong>der</strong> a 1963 agreement were turned over to the<br />

Philippine government. They added that 13 hectares at Poro Point would be<br />

continue to be occupied by the VOA un<strong>der</strong> a lease back agreement to be a<br />

temporary site for VOA facilities for another three years.<br />

Further, the International Broadcasting Bureau has an option to lease 10
