WRC-07 calls for enhancement of radio services Enhancement of the<br />

international spectrum regulatory framework Spectrum harmonization for use<br />

by terrestrial electronic news gathering (ENG) Short Range Radio Devices,<br />

including devices using ultra-wideband (UWB) technologies, radio-frequency<br />

identification devices (RFID), and other similar applications that<br />

generate and use radio frequencies locally.<br />

WRC-07 produced the agenda for the next conference WRC-11. Here are a few<br />

of the items on that agenda.<br />

1.14 to consi<strong>der</strong> requirements for new applications in the radiolocation<br />

service and review allocations or regulatory provisions for implementation<br />

of the radiolocation service in the range 30-300 MHz, in accordance with<br />

Resolution [COM6/14] (WRC-07);<br />

1.15 to consi<strong>der</strong> possible allocations in the range 3-50 MHz to the<br />

radiolocation service for oceanographic radar applications, taking into<br />

account the results of ITU-R studies, in accordance with Resolution<br />

[COM6/15] (WRC-07);<br />

1.16 to consi<strong>der</strong> the needs of passive systems for lightning detection in<br />

the meteorological aids service, including the possibility of an<br />

allocation in the frequency range below 20 kHz, and to take appropriate<br />

action, in accordance with Resolution [COM6/16] (WRC-07);<br />

1.19 to consi<strong>der</strong> regulatory measures and their relevance, in or<strong>der</strong> to<br />

enable the introduction of software-defined radio and cognitive radio<br />

systems, based on the results of ITU-R studies, in accordance with<br />

Resolution [COM6/18] (WRC-07);<br />

1.20 to consi<strong>der</strong> the results of ITU-R studies and spectrum identification<br />

for gateway links for high altitude platform stations (HAPS) in the range<br />

5 850-7 075 MHz in or<strong>der</strong> to support operations in the fixed and mobile<br />

services, in accordance with Resolution 734 (Rev.WRC-07);<br />

1.22 to examine the effect of emissions from short-range devices on<br />

radiocommunication services, in accordance with Resolution [COM6/4] (WRC-<br />

07);<br />

1.23 to consi<strong>der</strong> an allocation of about 15 kHz in parts of the band 415-<br />

526.5 kHz to the amateur service on a secondary basis, taking into account<br />

the need to protect existing services;<br />

This Monday 19 November in Geneva will see the start of a two-day ITU<br />

Preparatory Meeting for the next conference WRC-11. Paul Rinaldo, W4RI,<br />

will attend on behalf of the IARU.<br />
