b. pe<strong>de</strong>strians who cross the roadway he is leaving or the one he is moving onto.<br />

Section 9. Speed and Distance b<strong>et</strong>ween vehicles<br />

Article 26:<br />

1. Every driver must constantly drive his vehicle cautiously and adjust his speed to the required<br />

measure notably by the layout of the areas, their congestion, their visibility area, the road<br />

condition, the vehicle load and state, the weather conditions and the intensity of the traffic, so<br />

that it could not be either the cause of an acci<strong>de</strong>nt or an obstacle for the traffic.<br />

He must be able to stop his car within limits of his visibility area as well as before any<br />

foreseeable impediment.<br />

He must slow down, and, if need be, stop whenever circumstances require so, notably when the<br />

road does not seem free, in curves, downhill, Sectionof the cross-road housings, near the<br />

summit of the way and at cross-roads or before overtaking pe<strong>de</strong>strians, groups of vehicles at<br />

stop and near concentration of people.<br />

2. It is forbid<strong>de</strong>n to hold up the normal flow of other vehicles by moving at an abnormally<br />

reduced speed or by provoking a brisk braking not required by security reasons.<br />

3. It is forbid<strong>de</strong>n to urge a driver or to provoke him to move at excessive speed taking into<br />

account provisions of the first paragraph.<br />

Article 27:<br />

When a pe<strong>de</strong>strian has moved to a passage for pe<strong>de</strong>strian, at a place where the traffic is not<br />

regulated by a qualified agent or by traffic lights, drivers can only come close to this place at<br />

mo<strong>de</strong>rate speed and cross it only when they can do so without danger for the pe<strong>de</strong>strian and if<br />

need be they must stop to l<strong>et</strong> the pe<strong>de</strong>strian pass.<br />

Article 28:<br />

Drivers of motor vehicles near which the pulling animals, load or saddle animals or cattle show<br />

signs of fright, must slow down, move asi<strong>de</strong> or stop.<br />

Article 29:<br />

1. Every driver must abi<strong>de</strong> by the maximum speeds indicated the regulatory provisions.<br />

2. For lack of more restrictive regulations, maximum speeds of vehicles are established as<br />

follows:<br />

a) Motorcycles and motor vehicles of which the authorised maximum weight does not exceed<br />

3.500 kilograms, with the exception of hackney cabs or taxis and vehicles of public transport of<br />

persons: 80 km/h;<br />

b) Motor vehicles used as hackney carriage or, taxis of which the authorised weight does not<br />

exceed 3,500 kilograms: 70 km/h;<br />

c) Motor vehicles of which the authorised weight is b<strong>et</strong>ween 3.500 and 12.500 kilograms, as<br />

well as vehicles of public transport of persons other than those mentioned un<strong>de</strong>r b):60 km/h<br />

d) Motor vehicles or s<strong>et</strong>s of which the maximum authorised weight or the total rolling weight is
