animal pulled vehicles provi<strong>de</strong>d with a driving cabin.<br />

Where the nature of the vehicle or its load does not permit a rear-view mirror placed insi<strong>de</strong> the<br />

vehicle to . fulfil efficiently its function, a outer rear-view mirror will be placed on each si<strong>de</strong> of<br />

the vehicle.<br />

Section 3. Windscreen-Glasses-Windscreen wipers<br />

Article 85:<br />

1. On each vehicle and traller:<br />

a) Transparent substances constituting elements of the outer surface of the vehicle including the<br />

windscreens or the inner separating surface, must be such that in case of breaking, the danger of<br />

body injury be reduced in all possible measures;<br />

b) Windscreen glasses must be ma<strong>de</strong> of a substance, the transparency of which can not be<br />

altered and be such that they can not provoke any. noticeable <strong>de</strong>formation of the objects seen by<br />

transparency and that in case of breaking the driver could still see sufficiently the public way.<br />

2. Every motor vehicle provi<strong>de</strong>d with a windscreen except motorbikes, must be provi<strong>de</strong>d with at<br />

least one windscreen wiper the functioning of which does not require the constant intervention<br />

of the driver.<br />

The windscreen wiper must act efficiently over such sufficient area that the driver can, from his<br />

seat, see distinctly the roadway.<br />

3. Every vehicle subject to being provi<strong>de</strong>d with at least one windscreen wiper must also be<br />

provi<strong>de</strong>d with a windscreen wiper washer which ensures the driver perfect and permanent<br />

visibility through the windscreen.<br />

Section 4. Smoke, Odours, Noises<br />

Article 86:<br />

1. Motor vehicles and mopeds must be so conditioned as not to spread in an abnormal way oil<br />

and combustion wastes, and not to produce smoke exhausts, besi<strong>de</strong> the motor starting and not to<br />

be a nuisance to the public or frighten animals by noise; In any case; they can not emit noises<br />

the measure of which exceed the maximal <strong>de</strong>fined at Annex 13 of this Decree.<br />

2. All thermal propulsion engines must be provi<strong>de</strong>d with a silent and efficient system which can<br />

not be ma<strong>de</strong> inoperative by the moving driver.<br />

Free exhaust is forbid<strong>de</strong>n as well as all operations tending to suppress or to reduce the<br />

efficiency of the silent release system.<br />

The end of the free exhaust <strong>de</strong>vice can not be directed to the right si<strong>de</strong> of the vehicle.<br />

3. In agglomerations , it is forbid<strong>de</strong>n to make repeated engine accelerations without moving<br />

away.<br />

Section 5. Bandages<br />

Article 87:<br />

1. Motor vehicles' and mopeds' wheels as well as those of their trallers must be provi<strong>de</strong>d with<br />

tyre bandages the marks of which can not have a <strong>de</strong>pth lower than one millim<strong>et</strong>re in all their
