3. Every motor vehicle must be provi<strong>de</strong>d with a reversing gear system which can be operated<br />

from the driving place.<br />

4. Every motor vehicle likely to move above 40 km per hour in climbing must be fitted with a<br />

speed indicator to be found at clear sight of the driver and to be constantly in good working<br />

condition.<br />

5. Every motor vehicle assigned to transport people of which the maximum number of<br />

occupants is below six, including the driver, must be endowed with security belts for the driver<br />

and the passenger occupying the front seat of the vehicle, and it can also have belts on rare<br />

seats.. The characteristics of security belts are to be d<strong>et</strong>ermined by the Minister in charge of<br />

transports.<br />

6.The following accessories must be found aboard every motor vehicle:<br />

a) a danger signal consisting of an equilateral triangle of at least 0.40 m<strong>et</strong>re in size, with red<br />

bor<strong>de</strong>r of at least 0.05 m<strong>et</strong>re of width hollowed out bottom or of clear colour, the red bor<strong>de</strong>rs<br />

being lightened by transparency or provi<strong>de</strong> with reflecting bandage, and the whole capable of<br />

standing in a vertical and stable position;<br />

b) an emergency box containing at least four individual bandages of sterilised gauze, four site<br />

clips for bandages or four saf<strong>et</strong>y pins, a small bottle of disinfectant, a notice “emergency care<br />

waiting for the doctor‟s arrival” and a notice marked “artificial breathing by mouth to mouth”.<br />

7. Every motor vehicle must be endowed with a burglarproof <strong>de</strong>vice to avoid permitting, From<br />

the time the vehicle is left in parking, the breaking down or damaging of an essential organ of<br />

the vehicle.<br />

8. A motor vehicle fitted with an armour or any other <strong>de</strong>vice permitting to use it in aggression<br />

or <strong>de</strong>fence can not move on the public way without a special permission of the Minister<br />

entrusted with Transports or his <strong>de</strong>legate. This provision is not applicable to Armed Forces<br />

vehicles.<br />

9. It is forbid<strong>de</strong>n to add outsi<strong>de</strong> a motor vehicle or a moped such unnecessary ornaments or<br />

accessories as presenting heaps or protrusions which can constitute a danger for other users of<br />

the public way.<br />

10. Except when trailed by another vehicle, no vehicle can move on si<strong>de</strong> roadways when its<br />

engine is off or its gears are out.<br />

Article 2:<br />

People already owning motor vehicles with steering apparatus contrary to what is stipulated in<br />

article 1 paragraph 2 of this or<strong>de</strong>r, have a period not exceeding 4 years, to have respected this<br />

or<strong>de</strong>r, starting from day of its signature.<br />

Article 3:<br />

All articles prior or contrary to this or<strong>de</strong>r are hereby abrogated.<br />

Article 4:<br />

This Or<strong>de</strong>r comes into force on the date of its publication in the Official Gaz<strong>et</strong>te of the Republic<br />

of Rwanda. Kigali, on 16/10/2005
