6. Every motor vehicle must be endowed with a burglar proof <strong>de</strong>vice to avoid permitting , from<br />

the time the vehicle is left in parking , the breaking down or damaging of an essential organ of<br />

the vehicle.<br />

7. A motor vehicle fitted with an armour or any other <strong>de</strong>vice permitting to use it in aggression<br />

or <strong>de</strong>fence can not move on the public way without a special permission of the Minister<br />

entrusted with Transports or his <strong>de</strong>legate.' This provision is not applicable to Armed Forces'<br />

vehicles.<br />

8. It is forbid<strong>de</strong>n to add outsi<strong>de</strong> a motor vehicle or a moped such unnecessary ornaments or<br />

accessories as presenting heaps or protrusions which can constitute a danger for other users of<br />

the public way.<br />

9. Except when tralled by another vehicle, no vehicle can move on si<strong>de</strong> roadways when its<br />

engine is off or its gears are out.<br />

Article 89:<br />

With reservation to exceptions provi<strong>de</strong>d for in Articles 59,70-2 and 72, no vehicle shall be or be<br />

kept in traffic on public way when it is not in conformity with provisions of the 2nd part of this<br />

Decree.<br />

However, vehicles put in traffic before the end of a two-years period from the coming into force<br />

of this Decree will not be subject to application of Articles 80-1, 85-1, 85-3, 87-1, 88-4 and 88-<br />

5.<br />

Article 90:<br />

Articles 57, 61, 68, 70, 71, 71-1 and 72, as, well as Article 76 as far as it concerns the brake<br />

light and the direction indicator lights, are not applicable to the Armed Forces vehicles, when<br />

they are not compatible with the nature or the temporary or permanent assignment of the<br />

vehicle.<br />

Part 4. SIGNALLING<br />

Chapter 1. GENERAL PROVISIONS<br />

Article 91:<br />

1. Signalling relating to road traffic comprises three categories:<br />

a) the road signals;<br />

b) the luminous signals;<br />

c) the road marks.<br />

2. Or<strong>de</strong>rs shown by luminous traffic signals prevall over priority rules, as well as over road<br />

signals regulating the priority and over marks shown on the ground.<br />

3. Subject to implementation of Article 5, paragraph 6, public way users, even where the<br />

concerned prescriptions are likely to be in contradiction with other traffic rules, shall abi<strong>de</strong> by<br />

the prescriptions shown by road signals, traffic luminous lights or road marks.<br />

4. Signalling and signal making are within the comp<strong>et</strong>ence of the Minister holding Transports<br />

for national roadways and traffic within urban areas and of the District authorities for District
