Article 143:<br />

Vehicles not satisfying the s<strong>et</strong> technical criteria will not be issued a certificate allowing them to<br />

circulate on the public highway.<br />

An additional visit will be necessary in or<strong>de</strong>r to certify that <strong>de</strong>fects noticed have been corrected.<br />

Article 144:<br />

Fees relating to technical visits will be paid by vehicles' propri<strong>et</strong>ors. Their amount will be fixed<br />

by an or<strong>de</strong>r signed by the Minister having tra<strong>de</strong> in his remit on the recommendation of the<br />

Minister having Transports in his remit.<br />

Part 7. NATIONAL ROAD SECURITY COMMITTEE<br />

Chapter 1. COMPOSITION<br />

Article 145:<br />

A National Road Security Committee here-after called Committee, in short NRSC, is composed<br />

as follows:<br />

The Director of Transports in the Ministry having Transports in its remit: Chairman, -<br />

The Traffic Police Comman<strong>de</strong>r: Vice-Chairman;<br />

- The Director of the Roads and Highways Department in the Ministry having Public Works in<br />

its remit: member;<br />

- Chief of Division having Road Saf<strong>et</strong>y in the Ministry having Transports in its remit as<br />

Secr<strong>et</strong>ary.<br />

Article 146:<br />

The Committee may call, for consultation, any person from the public or private sector, whose<br />

presence is found useful.<br />

Article 147:<br />

The Committee has in its remit those functions specified in Article 6 of Law N°34/1987 of<br />

September 1987 relating to Traffic Police and Road Traffic.<br />

Chapter 2. FUNCTIONING<br />

Article 148:<br />

The Committee me<strong>et</strong>s every four months and after receipt of 'a notice to attend sent by the<br />

Chairman. an extraordinary me<strong>et</strong>ing can be held on need arises.<br />

The Committee's <strong>de</strong>cisions are taken by simple majority of votes, the Chairman's being<br />

predominant. In case of absence or impediment, the Chairman is replaced by the Vice-<br />

Chairman.<br />

Article 149:<br />

The Committee me<strong>et</strong>s and <strong>de</strong>liberates validly only when 2/3 of its members at least are present.
