If the withdrawal <strong>de</strong>cision is final, it is communicated to the authority that had issued the<br />

driving license which must be sent back.<br />

Article 9: Drivers exonerated from having national driving licence<br />

By <strong>de</strong>rogation to the preceding provisions, drivers residing in Rwanda for less than one year<br />

shall be exonerated from having the national driving license when :<br />

1˚ either hol<strong>de</strong>rs of an international driving license conforming to the mo<strong>de</strong>l constituting Annex<br />

7 of Vienna Convention of November 8, 1968 relating to road traffic;<br />

2˚ hol<strong>de</strong>rs of a foreign driving license conforming to provisions of Annex 6 of Vienna<br />

Convention of November 8, 1968 as long as that driving license is valid and has been issued by<br />

another Contracting Party or by an Organisation authorised to that effect by another party to the<br />

Convention.<br />

The hol<strong>de</strong>rs of one of those licenses are obliged to hand it over immediately when so requested<br />

by a qualified agent.<br />

They can, without being obliged to un<strong>de</strong>rgo theory and practical tests, obtain a national driving<br />

license on presentation of their international or foreign license, un<strong>de</strong>r the condition of<br />

introducing the request before the expiry of the period of one year as provi<strong>de</strong>d for in the first<br />

paragraph of this Article.<br />

Article 10: International driving licence<br />

Article 7 of the Presi<strong>de</strong>ntial Decree n° 85/01 of 02/09/2002 regulating General Traffic Police<br />

and Road Traffic as modified and complemented to date is modified and complemented as<br />

follows:<br />

The National Police shall be comp<strong>et</strong>ent to issue international driving license in conforming to<br />

the mo<strong>de</strong>l constituting Annex 6 of Vienna Convention of November 8, 1968 relating to road<br />

traffic.<br />

An international driving license can only be issued to drivers holding a valid national driving<br />

license.<br />

Article 11: Transitional provision<br />

Hol<strong>de</strong>rs of the Driving licenses which were in use in Rwanda have a period of one (1) year<br />

effective from the date of commencement of this Or<strong>de</strong>r to conform to its provisions.<br />

Article 12: Authorities responsible for the implementation of this Or<strong>de</strong>r<br />

The Prime Minister, the Minister of Infrastructure, the Minister of Defence, the Minister of<br />

Foreign Affairs and Cooperation, the Minister of Local Government, the Minister of Internal<br />

Security and the Minister of Finance and Economic Planning are entrusted with the
