Where the driver is absent, a qualified agent may provi<strong>de</strong> automatically for the removal of the<br />

vehicle but at risks and fees of the State, except when the vehicle is at stop or in parking in<br />

contravention of rules pertinent to this matter.<br />

This faculty cannot, in the same conditions, be exercised by any user of the public way without<br />

the intervention of a qualified agent.<br />

Section 11. Vehicles with priority<br />

Article 36:<br />

1. Special luminous warnings of vehicles with priority constituted with one or several flashing<br />

blue lights, must be used when the vehicle with priority is performing an emergency mission.<br />

2. Vehicles with priority are provi<strong>de</strong>d with, in addition to sounding horns provi<strong>de</strong>d for in Article<br />

83, a special sounding alarm which can emit, notably, modulated or stri<strong>de</strong>nt sounds.<br />

3. The special sound alarm can only be used when the vehicle with priority is performing an<br />

emergency mission.<br />

Article 37:<br />

1. As soon as the approach of a vehicle with priority is signalled by a special sounding alarm,<br />

every user of the public way must immediately clear off and surren<strong>de</strong>r the passage; if need be<br />

stop.<br />

2. With reservation for or<strong>de</strong>rs from qualified agents, and on condition that this cannot result in<br />

danger for other users, drivers of vehicles with priority are not obliged, when their passage is<br />

announced by special alarms, to respect rules applicable in matters of speed or of traffic lights.<br />

Section 12. Military columns, school children groups, processions<br />

Article 38:<br />

1. Every Armed Forces formation and every group of pe<strong>de</strong>strians walking on the roadway are<br />

obliged to walk on the right si<strong>de</strong> of the roadway and leave on their left sufficient space for the<br />

passage of vehicles.<br />

2. It is forbid<strong>de</strong>n for the public way users to cross through<br />

a) A moving military formation or a convoy of military vehicles moving on the roadway;<br />

b) A group of school children in lines un<strong>de</strong>r the supervision of a school master:<br />

c) A procession.<br />

These prohibitions are not applicable to vehicles with priority.<br />

3. Public way users must obey the formulated indications, in or<strong>de</strong>r to make easy the progression<br />

of formations or columns of Armed Forces, by the military <strong>police</strong> agents.<br />

Section 13. Races and other sports comp<strong>et</strong>itions<br />

Article 39:<br />

1. Except for prior authorisation by the comp<strong>et</strong>ent authority, it is forbid<strong>de</strong>n to participate in a<br />

race comp<strong>et</strong>ition on the public way, and on the roadway and cycle tracks, in games and other<br />

sports activities likely to hold up traffic.<br />

2. The authorisation request must be addressed to the Mayor of district, the Prefect or the
