2. Keeping the registry of private vehicles, of vehicles with temporary registration and that of<br />

diplomatic missions and of organisations beneficiary of immunity regime is ensured by the Tax<br />

Department.<br />

3. Keeping each of the other registries is ensured by one or several authorities especially<br />

appointed by the Presi<strong>de</strong>nt of the Republic.<br />

Article 122:<br />

1. Vehicles referred to in Article 121 cannot move on the public way unless they have been first<br />

registered on the request of and in the name of the person who uses them for his own purpose or<br />

who exploits them either for being their owner, or for having them at his permanent or habitual<br />

dis9osal by hire purchase or other convention.<br />

2. However not to be registered in Rwanda are:<br />

a) vehicles which are imported therein temporarily by persons who are not habitual resi<strong>de</strong>nts<br />

and which are provi<strong>de</strong>d with a registration number issued by Authorities of a country which has<br />

adhered to the Vienna Convention of 8 November 1968 relating to Road Traffic, as well as with<br />

the i<strong>de</strong>ntification sign referred to in the said Convention.<br />

b)within a period not exceeding twelve months vehicles imported in Rwanda by its resi<strong>de</strong>nt<br />

persons or having to be resi<strong>de</strong>nt' therein habitually and provi<strong>de</strong>d with a registration number and<br />

with a distinctive sign me<strong>et</strong>ing the mentioned conditions.<br />

Article 123:<br />

A) Request for registration of private vehicles or vehicles belonging to diplomatic missions or<br />

to organisations beneficiary of an immunity regime or members of these missions and<br />

organisations is addressed to the tax Department. It is accompanied with:<br />

1. For a new vehicle: with a certificate of the manufacturer or of the distributor attesting that the<br />

vehicle has been supplied in a new state and mentioning:<br />

a) a) the kind of vehicle;<br />

b) b) the make or the name of the manufacturer;<br />

c) c) the type of vehicle;<br />

d) d) the number of the vehicle chassis;<br />

e) e) the number of the vehicle's engine;<br />

f) f) the engine capacity;<br />

g) g) the moving weight of the vehicle.<br />

h) h) the maximum authorised weight of the vehicle;<br />

i) i) the maximum number of passengers;<br />

j) j) the manufacturing year of the vehicle.<br />

2. For a second hand vehicle:<br />

a) when the vehicle has already been registered in Rwanda, request is accompanied with a<br />

registration certificate issued on the occasion of the previous registration;
