Section 3.2.3 compares differences revealed in proposals from different
regions; respective preferences and concerns regarding a future climate regime
will be important to help reach a multilateral agreement in future official
negotiations.
Finally, major climate policies currently taking place in some countries and
implementation of their commitments are reviewed in Section 3.2.4.
3.2.1 Interests of countries
This Section further elaborates on the countries’ different expectations for a
future international climate change agreement and the subsequent potential
conflict areas on which negotiations must focus.
A detailed list of criteria (Höhne et al., 2005) was developed against which to
check various approaches. A distinction can be made into general criteria, such
as environmental criteria, economic criteria, political criteria and institutional
criteria. Criteria used in other Sections (introduced in Section 1.2) –
environmental effectiveness, cost-effectiveness, distributional considerations
and institutional feasibility – are an example of sub-criteria of the above.
Selected country perspectives - European Union, United States, advanced
developing countries and least developed countries – are summarized in the
table below (see Höhne et al., 2005). The following indicators are used to
summarize the assessment:
‘YY’: Fulfillment of the criterion is very important for the player.
‘Y’: Fulfillment of the criterion is important for the player.
‘0’: Player is indifferent towards the criterion.
‘N’: Fulfillment of the criterion is not desired by the player.
