attractive for others. A simple approach can only act as a general guide of
direction; the multistage approach provides the opportunity to accommodate many
ideas into a compromise. A staged approach is the most likely outcome of the
sequential decision-making that is currently applied. Countries are very
diverse; hence, several types of targets are likely to exist in parallel,
accommodating concerns of many countries. Under such an approach,
developing countries would take on emission targets through a graduation
mechanism.
