that <strong>the</strong> building code should be streng<strong>the</strong>ned with <strong>the</strong> aim to minimize <strong>the</strong>(primary) energy consumption in buildings at <strong>the</strong> lowest costs taking intoaccount <strong>the</strong> options of district heating <strong>and</strong> cooling in line with <strong>the</strong> EU directives,that is both <strong>for</strong> new buildings <strong>and</strong> <strong>for</strong> renovating old buildingsThe reason <strong>for</strong> <strong>the</strong> last bullet has a special back ground, as <strong>the</strong> current building code inDenmark is in contradiction with both <strong>the</strong> Heat Supply Act <strong>and</strong> all <strong>the</strong> EU directives. If itis not modified, it will undermine <strong>the</strong> intelligent energy infrastructure <strong>and</strong> <strong>for</strong>ce buildingowners to invest in inefficient <strong>and</strong> too expensive energy production <strong>and</strong> buildingenvelope.Finally <strong>the</strong> plan includes an update of <strong>the</strong> energy balance of <strong>the</strong> heating sector from 1980to 2010 as well as estimates <strong>for</strong> <strong>the</strong> development up to 2050, see figure 1-4.For countries which are in <strong>the</strong> beginning of <strong>the</strong> heat planning process <strong>the</strong> developmentfrom 1980 to 2010 could be of special interest as it proves at national scale <strong>the</strong>importance that local authorities takes responsibility <strong>for</strong> <strong>the</strong> urban heating being anatural part of <strong>the</strong> urban infrastructure.
