On<strong>the</strong> air quality control side, individuals may prefer to use low fuel consumption cars.Carbon neutral or hybrid cars which combine an internal combustion <strong>and</strong> electric enginescan be promoted. A stop/start system on diesel vehicles can be encouraged to reduce <strong>the</strong>amount of CO 2 emissions (Fonseca et al. (2011).Over <strong>the</strong> last decade, major road <strong>and</strong> traffic management policies have been designed <strong>and</strong>implemented.
