The programme hasrecognized the importance oftraining activities and theIOC/WESTPAC has c<strong>on</strong>ductedrelevant training courses seventimes during 1995-2003, focusing<strong>on</strong> the development of skills todetect toxic dinoflagellates andtoxins in c<strong>on</strong>taminated shellfish. Thecourses have been funded by theJapanese Government. Significantachievements have ben obtainedduring these courses. However theobtained skills were sometimesaband<strong>on</strong>ed because the traineesdid not have the possibility to applythem in their positi<strong>on</strong>s at their homecountries. We resolved that thetraining courses should beupgraded to the 'Training throughResearch (TTR)' project. Thisreformati<strong>on</strong> was supported at theFifth WESTPAC Sessi<strong>on</strong> held inNha Trang, Vietnam, in May 2005.Whereas the previous trainingcourses did not include researchactivities, the TTR programme canbe regarded as an internati<strong>on</strong>alcooperative research programme.Several research groups (RGs) <strong>on</strong>different scientific subjects wereestablished; the first RG <strong>on</strong> Cystmapping, the sec<strong>on</strong>d RG <strong>on</strong> HABspecies characterizati<strong>on</strong>, and thethird RG <strong>on</strong> use of ELISA kit forPSP toxin detecti<strong>on</strong>.PO.03-07Italian observatory <strong>on</strong> water andhealthSessi<strong>on</strong>: PO.03 - Public healthE Funari 1 , D Mattei 1 , S Scardala 1 , LGramacci<strong>on</strong>i 21 Nati<strong>on</strong>al Institute of Health, ROME, Italy2 Ministry of Health, ROME, ItalyItaly has enforced the Europeandirectives <strong>on</strong> bathing and drinkingwaters, and the quality is generallygood. Yet, the nati<strong>on</strong>al organisati<strong>on</strong>in this area suffers fromshortcomings in: adequatem<strong>on</strong>itoring programs; lack ofintegrati<strong>on</strong> of instituti<strong>on</strong>al actors (atnati<strong>on</strong>al and local levels); analyticaldata not always being produced in aquality system; no integratedapproach for the surveillance ofwaterborne diseases; problems ofmanagement of data at the nati<strong>on</strong>allevel (informative system).To face some of these problems, anati<strong>on</strong>al Observatory <strong>on</strong> water andhealth has been created.Several Italian surface waters usedfor drinking and bathing activitiesare infected by toxic cyanobacteriabel<strong>on</strong>ging to the generaCylindrospermopsis, Plankthotrixand Microcystis. Most recently, inthe marine waters blooms of toxicalgae such as Ostreopsis ovatahave occurred. Such blooms havebeen associated with minor humanhealth effects following exposure tothe toxic aerosols from the algae.The Observatory activities willinclude both issues of freshwatercyanobacteria and toxic marinealgae. The informative system willcollect and elaborate data <strong>on</strong> theaspects related to human health,176
