They often want toknow if a HAB will initiate ordissipate. While characteristics ofHABs differ, and regional systemsare necessary, there arecommonalities between forecastingsystems.Forecasting systems have threebasic requirements: data on HABlocations; transport models thataddress management requirements;and analysis of the data and modelsthat make sense to managers. Todetermine HAB location, the suite ofobservations may include watersamples, manual or automateddetectors, and remote observations.To determine transport, the modelscan include heuristic models and 1-D, 2-D, or 3-D transport orcirculation models. The effectiveintegration of observations andmodels requires an analyst, muchas an analyst is needed for aweather forecast.Predicting initiation and dissipationmay use different ecological modelsand observational schemes. Thesewill tend to involve a greaterdiversity of physical and ecologicalobservations.
