While characteristics ofHABs differ, and regi<strong>on</strong>al systemsare necessary, there arecomm<strong>on</strong>alities between forecastingsystems.Forecasting systems have threebasic requirements: data <strong>on</strong> HABlocati<strong>on</strong>s; transport models thataddress management requirements;and analysis of the data and modelsthat make sense to managers. Todetermine HAB locati<strong>on</strong>, the suite ofobservati<strong>on</strong>s may include watersamples, manual or automateddetectors, and remote observati<strong>on</strong>s.To determine transport, the modelscan include heuristic models and 1-D, 2-D, or 3-D transport orcirculati<strong>on</strong> models. The effectiveintegrati<strong>on</strong> of observati<strong>on</strong>s andmodels requires an analyst, muchas an analyst is needed for aweather forecast.Predicting initiati<strong>on</strong> and dissipati<strong>on</strong>may use different ecological modelsand observati<strong>on</strong>al schemes. Thesewill tend to involve a greaterdiversity of physical and ecologicalobservati<strong>on</strong>s.
