S<strong>in</strong>ce 2004, the RAEE has actively participated <strong>in</strong> the elaboration of the common European<br />

system for accredit<strong>in</strong>g eng<strong>in</strong>eer<strong>in</strong>g programmes set with<strong>in</strong> the EUR-ACE (EURopean-<br />

ACcredited Eng<strong>in</strong>eer) framework supported by the European Commission. In 2006, the<br />

European Network for Accreditation of Eng<strong>in</strong>eer<strong>in</strong>g <strong>Education</strong> (ENAEE) was founded, and<br />

the RAEE became a found<strong>in</strong>g member. For the time be<strong>in</strong>g the RAEE is authorised to award<br />

the EUR-ACE Label to accredited First and Second Cycle Degree eng<strong>in</strong>eer<strong>in</strong>g programmes<br />

<strong>in</strong> Russian HEIs. In 2007, the RAEE got a status of provisional member <strong>in</strong> the Wash<strong>in</strong>gton<br />

Accord (Chuchal<strong>in</strong> et al, 2009).<br />

In 2009, the RAEE modified the criteria for accreditation of eng<strong>in</strong>eer<strong>in</strong>g programmes<br />

tak<strong>in</strong>g <strong>in</strong>to account the new Federal <strong>Education</strong>al Standards and consider<strong>in</strong>g the<br />

membership <strong>in</strong> <strong>in</strong>ternational organisations (Wash<strong>in</strong>gton Accord and ENAEE) (Chuchal<strong>in</strong> et<br />

al, 2010). The RAEE activities have been approved and supported both by the Russian<br />

M<strong>in</strong>istry of <strong>Education</strong> and Science and by professional organizations, such as Chamber of<br />

Commerce and Industry of the Russian Federation, Union of Employers and Bus<strong>in</strong>essmen,<br />

etc.<br />

Given priority to significance of eng<strong>in</strong>eer<strong>in</strong>g profession, role of professional community <strong>in</strong><br />

eng<strong>in</strong>eer<strong>in</strong>g programmes evaluation and <strong>in</strong>ternational eng<strong>in</strong>eer<strong>in</strong>g agreements, the RAEE<br />

<strong>in</strong>itiated the revision of the existed system of professional accreditation <strong>in</strong> order to make it<br />

consistent with those of the world lead<strong>in</strong>g eng<strong>in</strong>eer<strong>in</strong>g organisations. These changes<br />

resulted <strong>in</strong> elaboration of the new set of the work<strong>in</strong>g documentation (the outcomes-based<br />

criteria and accreditation procedure, self-study manuals, expert guidel<strong>in</strong>es) compatible<br />

with that exist<strong>in</strong>g <strong>in</strong> the Wash<strong>in</strong>gton Accord signatories and ENAEE members – the world<br />

lead<strong>in</strong>g organisations <strong>in</strong> accreditation of programmes <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g and technology. The<br />

revision was encouraged by the lead<strong>in</strong>g Russian universities that actively participated <strong>in</strong><br />

elaboration of the new approaches <strong>in</strong> quality assurance.<br />

The RAEE significantly modified Criterion 5 (Professional qualification) for accreditation<br />

of FCD and SCD eng<strong>in</strong>eer<strong>in</strong>g programmes. The new RAEE Criterion 5 for two-cycle<br />

eng<strong>in</strong>eer<strong>in</strong>g programmes professional accreditation is based on the fact that <strong>in</strong> up-to-date<br />

post<strong>in</strong>dustrial society eng<strong>in</strong>eer<strong>in</strong>g activity acquires <strong>in</strong>creas<strong>in</strong>gly <strong>in</strong>tegrated, complex and<br />

<strong>in</strong>novative character. Eng<strong>in</strong>eer equipped with methodological knowledge, unlimited<br />

<strong>in</strong>formation resource (the Internet) and cutt<strong>in</strong>g-edge computer systems is able to solve<br />

research, project, design and other complex technological problems. Complex eng<strong>in</strong>eer<strong>in</strong>g<br />

activity is compound and multicomponent. It embraces wide range of various<br />

technological issues. Project decisions are based on fundamental pr<strong>in</strong>ciples with usage of
