Arrivée jeudi à Londres pour une visite <strong>de</strong> 48 heures, Mme Mitterrand a<br />

rencontré durant son séjour le secrétaire au Foreign Office Douglas Hurd <strong>et</strong> la<br />

secrétaire d'Etat à la Coopération Lynda Chalker, avec qui elle a évoqué le<br />

sort <strong>de</strong>s populations kur<strong>de</strong>s.<br />

When governments speak of "reasons of<br />

state," look for a squalid act that offends<br />

co~on <strong>de</strong>cency. France will not explain<br />

why It brushed off a Swiss extradition request<br />

and released two Iranians wanted in<br />

'Switzerland for the mur<strong>de</strong>r of an Iranian<br />

dissi<strong>de</strong>nt. According to the right-of-center<br />

government of Prime Minister Edouard Balladur,<br />

the reasons are "linked to the national<br />

interest." When the Clinton administration<br />

protested this breach of anti-terrorism policy,<br />

the French interior minister, Charles Pasqua,<br />

refused to respond because "I am not an<br />

employee of Presi<strong>de</strong>nt Clinton."<br />

. One h~ to sympathize with Mr. Pasqua,<br />

s~ce the likely explanations for France's acbon<br />

are embarrassing. The possibilities are (I)<br />

that France ~~ violated the European Charter<br />

on extradibon to secure a mark<strong>et</strong> in Iran<br />

for its ~gh-tech exports; (2) that it has yiel<strong>de</strong>d<br />

to Iraman threats of terrorism, and (3) that<br />

the Balladur government, with an ear to antiimmigrant<br />

sentiment, places less value on human<br />

life if the victim is a non-European, like<br />

the Iranian dissi<strong>de</strong>nt who was slain in Geneva<br />

killing ISespectally <strong>de</strong>plorable since their trial<br />

was expected to yield new clues about scores<br />

of m~<strong>de</strong>rousassaults in Germany, Greece,<br />

other countries. Fortunately, Mr. Pasqua and<br />

bis prime minister do not speak for all of<br />

France. "Appearing to cave in to the threat of<br />

terrorism," Le Mon<strong>de</strong> editorialized "is cer-<br />

~tion Socialist Party has assailed the Balladur<br />

government's "<strong>de</strong>plorable inconsistency."<br />

Y<strong>et</strong> the ~alists practiced the same ap-<br />

Mitterrand pardoned an assailant who a <strong>de</strong>ca<strong>de</strong><br />

earlier tried to mur<strong>de</strong>r former a Iranian<br />

later Mr. Bakhtiar's throat was cut. Two Iranian<br />

suspects were arrested in Switzerland and<br />

extradited to France. A trial is supposed to<br />

~e place this year - if Mr. Pasqua does not<br />

discover reasons to free those Iranians as well.<br />
