in impasse over March 27 elections
. Turkish Daily News
ANKARA-
Interior Minister Nahit
Mente~e said Sunday that the panicked
.militants of the outlawed
Kurdistan Workers' Party (PKK) and
their legal supporters aimed to spread
terrorism to the cities and to discredit
some offices of the state with unjustified
and malicious claims.
He declared that they would be
giventhe punishment they deserved,
even in places which they considered
very secure, as in the case of the
camp at Zaleh. They had thought
they were well-hidden there but had
been discovered and punished. In a
fitatement issued on Sunday, Mente~e
said no matter how much the PKK
militants struggled, they would not
save themselves from drowning in
the blood they themselves shed. He
said that the security forces,inspired
by the government's determination
and by the support of the general
pUblic, had made important progress
In the struggle against the separatists.
Mente~e said that - as partially
revealed by some newspapers - It
was known that the outlaws and their
legal supporters were in an impasse
due to the upcoming local elections.
He. noted that the security forces had
Iraqi Kurdish groups
sign peace agreement
The Associated
ANKARA- The leading political mov~ment of Iraqi
'Kurds and a small Islamic fundamentahst movement
have. signed an agreement last week to end rece~t.fighting
III northern Iraq and strengthen oppositIOn to
Baghdad. .
The Patriotic Union of Kurdistan signed the accord
Thursday with the Islamic Movement after fighting that
left 200 people dead, an Iraqi Kurdish official said.
"The agreement proves the need for law and order in
northern Iraq. If we are all united, we will overcome
our difficulties rather easily," said Safeen Dizayhe.
The two sides clashed In December in a dispute of
regional supremacy.
The Islamic Movement is a Sunni religious group
which enjoys good relations with Iran and Saudi
Arabia ..
The two sides pledged full respect for the decisions
of the Iraqi Kurdish government and declared their
commitment to end the "dictatorship" in Iraq and establish
a pluralistic democracy in their de facto ministate
in the north. They also agreed to release all prisoners
taken in the fighting.
190
received very important and wellattested
information in this regard.
According to this, the political Clfcles
w~~ch expected .help from the PKK
ffilhtants and their supporters in east- .
ern and southeastern Anatolia
regions hàd learned from public
opInion surveys that the people in the
region hated them, and that there
were only very few.pro-PKK votes
.to be had, from people who were
. scared of the PKK s.massacres.
Mente~e said for that reason these
groupswere now proposing a boy-
Call of the elections. He stressed that these people had not
even condemned the PKK's massacre of old people, .
women and children or the recent bombing at the Tuzla
train station where five military cadets were killed. He '.
went on to say that more provocative actions may well be
staged by the separatist movement. . .
He noted that between Feb. 1 and Feb. 20 a total of 105
terrorists were killed nationwide in clashes with security .
forces. Sixty-five terrorists were captured in the same period.
He said that among the weapons seized during the same
period were 104 rifles, six machine guns, 20 pistols, 17
rocket launchers and 80 handgrenades .
Stressing that terrorism was no solution, Mente~e urged .
the separatist terrorists to turn themselves in to the security
forces and avail themselves of the Repentance Law.
Juppe: France determined
to oppose PKK terrorism
FM tells Greek TV: Stable Turkey necessary
7ilrkisIJ Daily News
ANKARA-
French Foreign
Minister Alain luppe has indicated
that, while his government
would continue to push
for Kurdish human rights in
Turkey, it was nevertheless
determined to oppose the
activities of the Kurdistan
Workers' Party (PKK), which
it regarded as a "terrorist organization."
"French authorities have
. acknowledged the fact that the
Kurds are a ¥,reatpeople with a
long history,' luppe told Greek
TV station Antenna this weekend,
according to the Anatolia
news agency.
"There are over 30 million
Kurds in Turkey, Iraq, Iran and
Syria. The Kurds in all four
regions indicate that their sovereign
rights are being violated.
. France does not accept this sit- .
uation. When it becomes necessary
we will inform our EU
. partners of this, especially
Turkey," luppe said.
."Bu.t ~~r. position 40es, no!.
mean that we ani prepared io .
condone terrorist acts. Franc.e
has taken ste~s .against qle.
PKK because It IS a tcrromt
organization. We d? not .al.l?w
the PKK to engage In actIVIties
on French soil. I do not link the
. Kurdish struggle for human .
rights with the activities of the
PKK," luppe added. ... .
French authorities clamped
down on the activities of the
PKK in November, a move
which triggered similar decisions
in other parts of Europe
and which was welcomed by
Ankara.
luppe also said that Greece.
must not expect members of
the European Union to sever
their ties with Turkey.
"Greece is our friend and
ally, as well as our partner in
the European Union. We want
our relations with Greece to be
the best possible in every field.
But we also have a relatIOnship
with Turkey and we will continue
to cultivate it," luppe said. ''The regional stability of
Turkey, a NATO member, is necessary for all ofus, and it is
in fact necessary for Greece as well," luppe said.
Indicating that he would be visiting AnKara in the coming
weeks, lup]Je said he hoped that the problems between
Turkey and Greece would be resolved through dialogue.
Responding to a question on Cyprus, luppe stated that his
country hoped for "the unity and independence" of the
island and supported the efforts of the U.N. secretary-general
to this end. "Do you eX]JectFrance to embark on a land- .
ing on Cyprus to impose the U.N. resolutions? Surely not.
Our aim.ls to secure a settlement through political means,"
)~ppe said. . ..
