The statement made by Prime
Minister TansuÇiller, to the effect that the
parliamentary immunity of deputies belongmg
to the pro-Kurdish Democracy Party
(DEP) should be lifted, is thought by analysts
to be aimed at gaining votes by
responding to the wishes of her True Path
Party's (DYP) grassroots. But a sounding
out of the DYP leadership, which is the
senior coalition fartner, indicates that the
upper echelons 0 the party are not supportive
of a lifting of the immunity of DEP
deputies before the March 27 local elections.
Pointing out that Parliament will recess
next week untilthe local elections, a leading
,)YP member said that the prime minister's
statement was aimed ~t responding to. reactions
among the publIc and to the chIef of
staff s statement on Tuesday. Press reports
on Tuesday indicated that Chief of St~ff
Gen. Dogan Güre~ had expressed .deep dISsatisfaction
during Monday's meetmg of the
National Security Council about recent public
statements of DEP leader Hatip Dicle.
These reports indicated that Güre~ had
also expressed dissatisfaction at "the fact
that the PKK was in Parliament," This was
Afghani fighters on the Azeri side, but this did not mean
Afghanistan was directly involved.

involved." Arzoumanian, who also referred to reports of
Turkish advisers assisting Azeri forces, charged that
Azerbaijan had recently escalated the conflIct over
Nagorno-Karabakh.
DYP postpones decision on DEP immunity till
taken generally as a reference to the DEP. It
was l)oteworthy, after .these reports, that
Ciller told the DYP parlIamentary group on
Tuesday that "they would not allow the
PKK to rest under the roof of the
Parliament" and said that the immunity of
the DEP deputies would be lifted.
The junior coalition partner, the Social
Democrat People's Party (SHP) on the other
hand, has signaled its opposition to lifting
the DEP's immunity. The party's leader,
Murat Karayalçm, who is also deputy prime
minister, has said that they opposed the lifting
of this immunity on pnnciple and for
political reasons.
The main opposition Motherland Party
(ANAP), for its part, is against raising of the
immunity issue before the local elections.
Eyüp A~lk. deputy chairman of A:~AP's
parliamentary group, has claimed that Çiller
IS only engaged in a "show" in an attempt
to respond to public reactions in order to
gain votes.
A~lk told the Turkish Daily News on
Wednesday that the DEP, for its part, was
trying to create excuses not to run in the
elections and that this should not be
prompted.

Adding that the polls, in the 10 provinces
where extraordinary rule was in force, indicated
that the DEP was in third position
after ANAP and the Welfare Part\ ŒP),
A~lk claimed that the DEP was trying to
avoid a situation which would openly
demonstrate that it did not have wide support
among the people. Repeating that the
whole immunity question should be left
until after the elections, A~lk said, "These
elections must be held and the real support
for DEP must be allowed to come
out."
Th~ reports of the J?int Parli~m~ntary
ConstItutIOnal and JustIce CommissIOn on
the DEP are currently the 155th item on the
agenda of the General Assembly.
In order for these reports to be given a
higher priority, the AdvIsory Council of the
Parliament has to make a decision. DYP
members, however, have indicated that they
will not be taking the malter to the
Council.
Germany says there is no massacre inTurkey

ANKARA- A German government statement
said no massacre of the Kurdish people was taking
place in Turkey, Anatolia reported on Wednesday.
In the written response to a guestion from the
Democratic Socialist Party (DSP), the government
stressed that half of the 12 million Kurds in Turkey
were living in the western part of the country and
were not affected by the problems in the Southeast.
Regarding the governmental ban on the PKK
(outlawed Kurdistan Workers' Party) in Germany,
the statement stressed it was not branches of a cultural
association that had been closed down but
bases for PKK terrorism.
Moreover, the response poinled ouI thaI in relation
to the difference in vIews between Germany
and Turkey about the cultural rights of the Kurds
living in Turkey, the problem should be solved by
democratic means and through dialogue between
those involved.
