The statement ma<strong>de</strong> by Prime<br />
Minister TansuÇiller, to the effect that the<br />
parliamentary immunity of <strong>de</strong>puties belongmg<br />
to the pro-Kurdish Democracy Party<br />
(DEP) should be lifted, is thought by analysts<br />
to be aimed at gaining votes by<br />
responding to the wishes of her True Path<br />
Party's (DYP) grassroots. But a sounding<br />
out of the DYP lea<strong>de</strong>rship, which is the<br />
senior coalition fartner, indicates that the<br />
upper echelons 0 the party are not supportive<br />
of a lifting of the immunity of DEP<br />
<strong>de</strong>puties before the March 27 local elections.<br />
Pointing out that Parliament will recess<br />
next week untilthe local elections, a leading<br />
,)YP member said that the prime minister's<br />
statement was aimed ~t responding to. reactions<br />
among the publIc and to the chIef of<br />
staff s statement on Tuesday. Press reports<br />
on Tuesday indicated that Chief of St~ff<br />
Gen. Dogan Güre~ had expressed .<strong>de</strong>ep dISsatisfaction<br />
during Monday's me<strong>et</strong>mg of the<br />
National Security Council about recent public<br />
statements of DEP lea<strong>de</strong>r Hatip Dicle.<br />
These reports indicated that Güre~ had<br />
also expressed dissatisfaction at "the fact<br />
that the PKK was in Parliament," This was<br />
Afghani fighters on the Azeri si<strong>de</strong>, but this did not mean<br />
Afghanistan was directly involved.<br />

are even American citizens fighting In Nagorno-Karabakh,<br />
which does not mean that aU these countries are directly<br />
involved." Arzoumanian, who also referred to reports of<br />
Turkish advisers assisting Azeri forces, charged that<br />
Azerbaijan had recently escalated the conflIct over<br />
Nagorno-Karabakh.<br />
DYP postpones <strong>de</strong>cision on DEP immunity till<br />
taken generally as a reference to the DEP. It<br />
was l)oteworthy, after .these reports, that<br />
Ciller told the DYP parlIamentary group on<br />
Tuesday that "they would not allow the<br />
PKK to rest un<strong>de</strong>r the roof of the<br />
Parliament" and said that the immunity of<br />
the DEP <strong>de</strong>puties would be lifted.<br />
The junior coalition partner, the Social<br />
Democrat People's Party (SHP) on the other<br />
hand, has signaled its opposition to lifting<br />
the DEP's immunity. The party's lea<strong>de</strong>r,<br />
Murat Karayalçm, who is also <strong>de</strong>puty prime<br />
minister, has said that they opposed the lifting<br />
of this immunity on pnnciple and for<br />
political reasons.<br />
The main opposition Motherland Party<br />
(ANAP), for its part, is against raising of the<br />
immunity issue before the local elections.<br />
Eyüp A~lk. <strong>de</strong>puty chairman of A:~AP's<br />
parliamentary group, has claimed that Çiller<br />
IS only engaged in a "show" in an attempt<br />
to respond to public reactions in or<strong>de</strong>r to<br />
gain votes.<br />
A~lk told the Turkish Daily News on<br />
Wednesday that the DEP, for its part, was<br />
trying to create excuses not to run in the<br />
elections and that this should not be<br />
prompted.<br />

'This is what the prime minister does not<br />
seem to un<strong>de</strong>rstand,' A~1ksaid.<br />
Adding that the polls, in the 10 provinces<br />
where extraordinary rule was in force, indicated<br />
that the DEP was in third position<br />
after ANAP and the Welfare Part\ ŒP),<br />
A~lk claimed that the DEP was trying to<br />
avoid a situation which would openly<br />
<strong>de</strong>monstrate that it did not have wi<strong>de</strong> support<br />
among the people. Repeating that the<br />
whole immunity question should be left<br />
until after the elections, A~lk said, "These<br />
elections must be held and the real support<br />
for DEP must be allowed to come<br />
out."<br />
Th~ reports of the J?int Parli~m~ntary<br />
ConstItutIOnal and JustIce CommissIOn on<br />
the DEP are currently the 155th item on the<br />
agenda of the General Assembly.<br />
In or<strong>de</strong>r for these reports to be given a<br />
higher priority, the AdvIsory Council of the<br />
Parliament has to make a <strong>de</strong>cision. DYP<br />
members, however, have indicated that they<br />
will not be taking the malter to the<br />
Council.<br />
Germany says there is no massacre inTurkey<br />

ANKARA- A German government statement<br />
said no massacre of the Kurdish people was taking<br />
place in Turkey, Anatolia reported on Wednesday.<br />
In the written response to a guestion from the<br />
Democratic Socialist Party (DSP), the government<br />
stressed that half of the 12 million Kurds in Turkey<br />
were living in the western part of the country and<br />
were not affected by the problems in the Southeast.<br />
Regarding the governmental ban on the PKK<br />
(outlawed Kurdistan Workers' Party) in Germany,<br />
the statement stressed it was not branches of a cultural<br />
association that had been closed down but<br />
bases for PKK terrorism.<br />
Moreover, the response poinled ouI thaI in relation<br />
to the difference in vIews b<strong>et</strong>ween Germany<br />
and Turkey about the cultural rights of the Kurds<br />
living in Turkey, the problem should be solved by<br />
<strong>de</strong>mocratic means and through dialogue b<strong>et</strong>ween<br />
those involved.<br />
