what could be the last phase of its arms <strong>de</strong>struction program.<br />

Iraq and the U.N. Special Commission (UNSCOM),in<br />

charge of dismantling Baghdad's weapons of mass <strong>de</strong>struction,<br />

are embarking this year on a major long-term monitoring<br />

program to make sure Iraq does not re-acquire nuclear,<br />

chemical, biological and ballistic weapons or materials.<br />

Rolf Ekeus, chairman of UNSCOM, said he would be<br />

visiting Baghdad around February 2 to discuss "overall<br />

political <strong>de</strong>velopments" toward lifting the embar~o. He<br />

also has estimated at least six months for the mOnItoring<br />

program. He said Iraq this month had moved swiftly<br />

toward<br />

cooperating with UNSCOM and had sent thousands of<br />

pages of documents on the long-term monitoring program.<br />

The 1991 sanctions resolution tied lifting Iraq's oil<br />

exports, its economic lifeline, 10 complying WIth "Y~apons<br />

requirements. Other <strong>de</strong>mands, su.ch as recogllltlOn of<br />

Kuwait, are tied to sanctions on sendmg goods ~o Iraq.<br />

But the United States has already ~lyen notlc.e that recognizing<br />

Kuwait would be linked 10 lIftIng the 011~mbargo<br />

~s well as honouring human rights, a <strong>de</strong>mand not mclu<strong>de</strong>d<br />

ln the cease-fire resolution but subsequent ones ..<br />

Governor Unal Erkan said on<br />

Wednesday that security forces had<br />

killed 2,000 terrorists in 1993 and that<br />

.14,000 of their supporters had also<br />

been arrested.<br />

Erkan, attending a me<strong>et</strong>ing for governors<br />

from the emergency law region,<br />

said that last year's struggle<br />

against terrorism had intlicted "irreparable<br />

damage" on the terrorists. He<br />

said that 1.000 terrorists had been<br />

A Turkish <strong>liaison</strong> official based<br />

in northern Iraq was shot <strong>de</strong>ad by uni<strong>de</strong>ntified<br />

gunmen on Tuesday in an attack<br />

during which an uni<strong>de</strong>ntified Turkish ofticer<br />

was severely injured, Iraqi Kurdish sources<br />

said Wednesday.<br />

The Kurds i<strong>de</strong>ntified the assassinated official<br />

as Can Cemal,. who hea<strong>de</strong>d the Turkish<br />

Coordination Committee in the region.<br />

They could not i<strong>de</strong>ntify the woun<strong>de</strong>d officer<br />

but said Cemal's Kurdish translator was also<br />

<strong>de</strong>ad. Another Kurdish bodyguard of the official<br />

was woun<strong>de</strong>d and has been hospitalized.<br />

TurkishForeign Ministry officials said<br />

they had heard of the news but could not<br />

confirm the inci<strong>de</strong>nt. Neither the ministry<br />

nor the Red Crescent was aware of Cemal.<br />

Sources said he may have been attached<br />

to Turkish gendarmene intelligence which<br />

has several <strong>liaison</strong> officcrs in the Kurdishcontrolled<br />

region.<br />

Kurdish sources said the killing took place<br />

near the city of Irbil and that three of Cemal's<br />

bodyguards, all of them peshmerges,<br />

were also killed.<br />

The Kurdish administration suspccts Iraqi<br />

agents may be behind the assassination. On<br />

Wednesday, a helicopter was reportedly sent<br />

to northern Iraq to pick up and carry back<br />

Cemal's body,<br />
