Iranian newspaper brands Turkey 'bully'

Turkey "imagines it could, under
protection of the West, be bully in the
region neglecting that regional instability
is damaging to all countries," an
editorial in Abrar newspaper said.
The Iran government told Turkey on
Monday it must apologize for the raids
near the Iraq-Iran border which it said
killed nine Iranian villagers and
wounded 19.
"A formal apology by Turkey' and
payment of compensation to the victims
of Friday's bombardment is the
least the Iraman people expect from
Ankara," IRNA quoted Deputy Foreign
Minister Alaeddin Boroujerdi as
telling Turkish Ambassador Korkmaz
Haktamr in Tehran.
Turkey gn Saturday denied its warplanes
had killed Iranian citizens.
Several Iranian newspapers carried
anti-Turkish editorials on Monday.
They published interviews with the
wounded and photographs of them being
treated at hospital.
Abrar said "Turkish military planners
definitely were aware that harm may
come to Iranian villagers ...so it seems
that Ankara only cares about its interests,
overlooking good neighborly relations".
IRNA earlier said Haktanir expressed
rearet on behalf of Ankara and
assured offtcials that camps of the Kurdistan
Workers Party (PKK) were the
taraet of the operation.

planes and appeared to be one of the
biggest ever mounted by the Turkish air
force against the PKK, which uses
nonhern Iraq as a base for guerrilla operations.
The Tehran Times newspaper said
Iran, Turkey and Iraq should work for a
peaceful solution to conflicts with their
Kurdish minorities.
"The Kurdish problem is becoming
increasingly dangerous for the entire region
...(and its) main victims are Moslem
Kurdish civilians," the English-language
daily said in an editorial. It said
Turkey could not solve its Kurdish
problem "by sending 50, or even 500
fighter bombers to massacre the
Kurds".
Turkey ready to compensate Iran's losses

Turkey is prepared to
compensate Iran's losses due to the air
raid on the PKK's main training camp
in Zaleh, which took place last Friday,
Diplomatic sources told the TDN on
Tuesday.
According to Tehran's claims, nine
Iranians were killed and 19 were
wounded in border villages near the
city of Sardast during the raid.
A Turkish fact-fmding mission is
now in Iran. According to one source:
"They visited the hospitals in Urumiyeh
to see the wounded Iranians, and
then travelled to border area. In their
repen, which will be ready in a couple
of days, they say that Turkey will take
the necessary steps."
Meanwhile, the Iranian press, especially
the more radical newspapers, has
launched a campaign against Turkey
which is supported by radical political
factions, a senior diplomatic source in
Tehran told the TDN in a telephone interview.
According to him, the Iranian go\'-
ernment wanted to bring the issu~eto
an end by demanding compensation
and a formal apology from Turkey.
But radicals insisted on claiming that
the raid was aimed at Iran. "Turkey
has to be very careful, especially since
these days mark the 15th arulÎ\'ersary
of the Islamic Revolution, and the Iranian
people very sensitive on the issue,"
he cautioned. Turkey and Iran
had signed several cooperation accords,
mainly in the field of economics,
during the first visit of the Iranian
vice president, Hasan Habibi, in December
1993. Both countries had expressed
their intention to strengthen bilateral
relations.
The visit was regarded as a diplomatic
success for Turkey and Iran, and
observers claimed that a climate of
confidence had developed between the
two neighboring countries. The Iranian
press also applauded the improvements.

Kurdes de Turquie séparatistes)
dans la région de Zaleh, dans le
nord de l'Irak.
Une partie du nord de l'Irak
est administrée par les Kurdes
depuis leur insurrection contre
le gouvernement irakien au lendemain
de la guerre du Golfe.
