Political parties uneasy in Southeast as local polls near
Parties reportedly face problems in finding candidates and in guaranteeing their safety
TDN Parliament Bureau
ANKARA- Political parties, who have
launched an intensive campaign for the
March 27 local polls, are experiencing major
problems in Turkey's southeastern provmces
in their search for candidates.
Although party officials deny that there
are any such problems, either in finding
candidates or in guaranteeing a trouble free
election, regional de~uties point out that an
atmosphere of intimidation and threat surrounds
the campaign. While all other parties
are fearful of the activities of the outlawed
Kurdistan Workers' Party (PKK),
members of the pro-Kurdish Democracy
Party (DEP) complain that their candidates
and potential can3idates are under pressure
from the securitv forces.
Due to the PKK's threats against the
newspapers and activities of parties other
than the DEP, provincial and district organizations
of these parties are maintaining a
low profile. Officials concerned say that,
after the initial choice of candidate, it is impossible
to conduct a proper campaign. Parties
are uneasy in the Southeast, particularly
in Diyarbakir, ~Irnak, Batman, Siirt and
lunceh. lhe senior coahtlon partner 'l'me
Path Party (DYP) has announced its candidate
for mayor of DiyarbakIr -- the current
deputy mayor, Inayet Yaka -- but the other
parties have not made their selections.
Esat Klratlloglu, DYP deputy chairman
and responsible for party organization, insists
that they have not had any problems in
finding candidates.
He said that his party would be holding
primaries in Mardin, and that they would
decide on their candidates for the other
provinces of the region in line with the suggestions
to come from the various provincial
and district organizations. He stressed
that all the necessary measures to ensure
peaceful elections would be taken by the
government. The hifhest number of seats in
the area in the 199 elections was won by
the SHP (the Social Democrat People's Party,
currently the junior partner of the mling
coalition), but thiS party is now having difficulty
in finding candidates for mayor,
Their potential vote has also been hit by
competition from current DEP deputies
who had resigned from the SHP after the
elections of three years ago.
Onè SHP deputy daimed that the DEP
has recently been singling out the SHP for
criticism and that if an election were held
under existing conditions, his party would
lose a substantial number of votes. According
to him, the DYP's chances would be
best in the rural areas, the Welfare Party
(RP) would fare well in the cities and that
the main opposition Motherland Party
(ANAP) would be successful in certain specific
localities. ~evket Kazan, the deputy
ch.airman of t~e RP Parliamentary Group,
SaId that prevIOus PKK threats against hiS
pa~y had açtually helped RP's chances. He
clallned that they would win in all the cities
of the r~g!on, especially in DiyarbakIr, Van,
Mu~, Bitlis, ~anllurfa and Mardin.
The campaign would have to be conducted
l~rgely. on .Tv, he declared. Evening
meetings In either teahouses or private
houses were impossible. But the RP had no
problem in finding candidates and had not
been the victim of any direct pressure from
the PKK or the Hezbollah to date.
ANAP Deputy Chairman Ersin
Taranoglu said that his party, too, had no
problem in finding candidates and would
