NationallntelligenceOrganization (MIT)<br />
were reassigned on Monday and will be serving<br />
this intelligence body abroad as of now. Sources<br />

Political parties uneasy in Southeast as local polls near<br />

ANKARA- Political parties, who have<br />
launched an intensive campaign for the<br />
March 27 local polls, are experiencing major<br />
problems in Turkey's southeastern provmces<br />
in their search for candidates.<br />
Although party officials <strong>de</strong>ny that there<br />
are any such problems, either in finding<br />
candidates or in guaranteeing a trouble free<br />
election, regional <strong>de</strong>~uties point out that an<br />
atmosphere of intimidation and threat surrounds<br />
the campaign. While all other parties<br />
are fearful of the activities of the outlawed<br />
Kurdistan Workers' Party (PKK),<br />
members of the pro-Kurdish Democracy<br />
Party (DEP) complain that their candidates<br />
and potential can3idates are un<strong>de</strong>r pressure<br />
from the securitv forces.<br />
Due to the PKK's threats against the<br />
newspapers and activities of parties other<br />
than the DEP, provincial and district organizations<br />
of these parties are maintaining a<br />
low profile. Officials concerned say that,<br />
after the initial choice of candidate, it is impossible<br />
to conduct a proper campaign. Parties<br />
are uneasy in the Southeast, particularly<br />
in Diyarbakir, ~Irnak, Batman, Siirt and<br />
lunceh. lhe senior coahtlon partner 'l'me<br />
Path Party (DYP) has announced its candidate<br />
for mayor of DiyarbakIr -- the current<br />
<strong>de</strong>puty mayor, Inay<strong>et</strong> Yaka -- but the other<br />
parties have not ma<strong>de</strong> their selections.<br />
Esat Klratlloglu, DYP <strong>de</strong>puty chairman<br />
and responsible for party organization, insists<br />
that they have not had any problems in<br />
finding candidates.<br />
He said that his party would be holding<br />
primaries in Mardin, and that they would<br />
<strong>de</strong>ci<strong>de</strong> on their candidates for the other<br />
provinces of the region in line with the suggestions<br />
to come from the various provincial<br />
and district organizations. He stressed<br />
that all the necessary measures to ensure<br />
peaceful elections would be taken by the<br />
government. The hifhest number of seats in<br />
the area in the 199 elections was won by<br />
the SHP (the Social Democrat People's Party,<br />
currently the junior partner of the mling<br />
coalition), but thiS party is now having difficulty<br />
in finding candidates for mayor,<br />

comp<strong>et</strong>ition from current DEP <strong>de</strong>puties<br />
who had resigned from the SHP after the<br />
elections of three years ago.<br />
Onè SHP <strong>de</strong>puty daimed that the DEP<br />
has recently been singling out the SHP for<br />
criticism and that if an election were held<br />
un<strong>de</strong>r existing conditions, his party would<br />
lose a substantial number of votes. According<br />
to him, the DYP's chances would be<br />
best in the rural areas, the Welfare Party<br />
(RP) would fare well in the cities and that<br />
the main opposition Motherland Party<br />
(ANAP) would be successful in certain specific<br />
localities. ~evk<strong>et</strong> Kazan, the <strong>de</strong>puty<br />
ch.airman of t~e RP Parliamentary Group,<br />
SaId that prevIOus PKK threats against hiS<br />
pa~y had açtually helped RP's chances. He<br />
clallned that they would win in all the cities<br />
of the r~g!on, especially in DiyarbakIr, Van,<br />
Mu~, Bitlis, ~anllurfa and Mardin.<br />
