ANKARA, 10 jan (AFP) - La CIA a averti les autorités turques <strong>de</strong><br />
l'existence <strong>de</strong> "pt~épat~atifsd'attentat" à Bt~uxelles contt~e le Pt~emi<strong>et</strong>~ministt~e<br />
turc, Mme Tansu Ciller, avant son départ dimanche pour c<strong>et</strong>te capitale où elle<br />
participe au somm<strong>et</strong> <strong>de</strong> l'OTAN, a affirmé lundi le quotidien populaire turc<br />
H,-wt~iy<strong>et</strong>.<br />
Aucune confirmation ou dém~nti officiel n'a pu être obtenu lundi à Ankara<br />
sur c<strong>et</strong>te information <strong>de</strong> Hurriy<strong>et</strong>, datée <strong>de</strong> Bruxelles, qui affirme également<br />
qu'un important dispositif <strong>de</strong> sécurité a été mis en place en Belgique pour Mme<br />
Ciller.<br />

Selon le journal qui ne cite pas <strong>de</strong> sources, l'agence <strong>de</strong> renseignements<br />
amét~icaine a infot~mé les autot~ités tl.wques <strong>et</strong> la police belge d'un "plan<br />
d'attentat'" élabor~ par le Parti <strong>de</strong>s travailleurs du Kurdistan (PKK,<br />
'séparatiste) en rébellion armée contre Ankara <strong>de</strong>puis 1984, <strong>et</strong> le départ <strong>de</strong> Mme<br />
Ciller pour la capitale belge a été r<strong>et</strong>ardé <strong>de</strong> <strong>de</strong>ux heures.<br />
Le 1er janvier, <strong>de</strong>s inci<strong>de</strong>nts avaient opposé un groupe <strong>de</strong> manifestants<br />
kur<strong>de</strong>s pro-PKK venu d'Allemagne <strong>et</strong> <strong>de</strong>s membres <strong>de</strong> la communauté turque à Saint<br />

the Turkish and Iraqi Foreign Ministries,<br />
Ankara suggested that the two<br />
si<strong>de</strong>s work on a "rescue operation"<br />
for Iraqi oil and both countries' officials<br />
<strong>de</strong>ci<strong>de</strong>d to continue the ongoing<br />
dialogue on the question of the Yumurtahk-Kirkuk<br />
pipeline.<br />

Oz<strong>de</strong>m Sanberk told the<br />
Anatolia news agency after the talks '<br />
, that if, as a result of current efforts, a<br />
certain consensus could be reached,<br />
"we could take the matter of emptying<br />
the pipeline to the United Nations.<br />
"We have discussed how to counter,<br />
within U.N. resolutions, the damages<br />
caused by the pipeline's inactivity,"<br />
Sanberk said, stressing that the<br />
talks would continue, if necessary,<br />
b<strong>et</strong>ween Turkey's state-run pipeline<br />
company Botas and Iraqi officials.<br />
However, Foreign Ministry sources<br />

noted that such 'technical "talks had<br />
been going on for some time and it<br />
was still too early to seek a conclusion<br />
from the recent talks in Ankara. '<br />
Sanberk's Iraqi counterpart Riyadh al-<br />
Qaysi emphasized this point by refusing<br />
to elaborate on the me<strong>et</strong>ing other<br />
than by sayin~ that he was "pleased<br />
with the talks:<br />
"It was not mental calisthenics,we<br />
took up what might be termed as<br />
concr<strong>et</strong>e steps," al-Qaysi was quoted<br />
as saying after the first day of talks in<br />
Ankara.<br />

Minister Hikm<strong>et</strong> Ç<strong>et</strong>in said of the suggested plan as he<br />
announced the visit of al-Qaysi. '<br />
Turkey has promised to support the lifting of the U.N. embargo<br />
on Iraq if Baghdad complies with the U.N. Security<br />
Council resolutions on scrapping weapons of mass <strong>de</strong>struction<br />
and resolving the Kuwall1-lraqi bor<strong>de</strong>r issue. ,<br />

AI-Qaysi and Sanberk also discussed northern Iraq, where<br />
a <strong>de</strong> facto Kurdish government rules un<strong>de</strong>r protection of an<br />
a1lied force stationed in Turkey against attacks by Baghdad,<br />
a Turkish official said.<br />
According to a diplomatic source, Turkey once again<br />
emphasized the importance it attributed to the territorial integrity<br />
of Iraq and called on Baghdad to "open a dialogue<br />
with no~hern Iraqi lea<strong>de</strong>rs, especially Barzani."<br />
Kurdistan Democrat Party lea<strong>de</strong>r Masoud Barzani has,<br />
warmed up to Ankara and is currently at war with the outlawed<br />
Kurdistan Workers' Party (PKK), which since 1984 has<br />
been wagi.ng a terrorist campaign against Turkey.<br />
