Ankara suggests 'rescue
Turkey toIraq: Build confidence among the Kurds
Two sides to consult UN if efforts bear results
Turkish Daily News
AN KARA- During two days of
talks between the undersecretanes of
the Turkish and Iraqi Foreign Ministries,
Ankara suggested that the two
sides work on a "rescue operation"
for Iraqi oil and both countries' officials
decided to continue the ongoing
dialogue on the question of the Yumurtahk-Kirkuk
pipeline.
Turkish Foreign Ministry Undersecretary
Ozdem Sanberk told the
Anatolia news agency after the talks '
, that if, as a result of current efforts, a
certain consensus could be reached,
"we could take the matter of emptying
the pipeline to the United Nations.
"We have discussed how to counter,
within U.N. resolutions, the damages
caused by the pipeline's inactivity,"
Sanberk said, stressing that the
talks would continue, if necessary,
between Turkey's state-run pipeline
company Botas and Iraqi officials.
However, Foreign Ministry sources
52
noted that such 'technical "talks had
been going on for some time and it
was still too early to seek a conclusion
from the recent talks in Ankara. '
Sanberk's Iraqi counterpart Riyadh al-
Qaysi emphasized this point by refusing
to elaborate on the meeting other
than by sayin~ that he was "pleased
with the talks:
"It was not mental calisthenics,we
took up what might be termed as
concrete steps," al-Qaysi was quoted
as saying after the first day of talks in
Ankara.
'
The most significant stumbling
block for Ankara's project to drain an
estimated 9.2 million barrels of oil
. trapped inside. the pipeline,. appe~red •
, to be the Iraqi-owned portIOn of the
oil. Approximately 5.7 million barrels
, öf the trapped oil belong to Iraq while
only 3.5 million barrels are owed to
Turkey. U.N. Secretary-General Boutros
Boutros-Ghali is urging Iraq tp
accept a one-time U.N. offer to sell
$1.6 billion worth of its oil under super:visi,on,
a propo~al Iraq rejects as
an mfnngement of Its sovereignty.
Ankara has suggested that Turkey
, take the full quantity of the drained
oil, using half to help cover Iraq's
debts to Turkey and the other half for
humanitarian aid 10 Iraq.
"I think this view is the one that will be accepted," Foreign
Minister Hikmet Çetin said of the suggested plan as he
announced the visit of al-Qaysi. '
Turkey has promised to support the lifting of the U.N. embargo
on Iraq if Baghdad complies with the U.N. Security
Council resolutions on scrapping weapons of mass destruction
and resolving the Kuwall1-lraqi border issue. ,
AI-Qaysi and Sanberk also discussed northern Iraq, where
a de facto Kurdish government rules under protection of an
a1lied force stationed in Turkey against attacks by Baghdad,
a Turkish official said.
According to a diplomatic source, Turkey once again
emphasized the importance it attributed to the territorial integrity
of Iraq and called on Baghdad to "open a dialogue
with no~hern Iraqi leaders, especially Barzani."
Kurdistan Democrat Party leader Masoud Barzani has,
warmed up to Ankara and is currently at war with the outlawed
Kurdistan Workers' Party (PKK), which since 1984 has
been wagi.ng a terrorist campaign against Turkey.
" "\ccor{!tng to sources, Ankara stressed that Iraq had to
