The statement, which outlined<br />
the Turkish stance on the issue,<br />

were "rightfully" enraged by<br />
the provocatIOn of PKK sympathizers<br />
in Brussels' Saint Josse<br />
district. Their un<strong>de</strong>rstandable anger<br />
was only calmed by the efforts<br />
of the Turkish Embassy and<br />
Consulate officials, as well as<br />
Turkish teachers and clergy, who<br />
have succee<strong>de</strong>d in containmg the<br />
events before further escallition.<br />
• The Belgian authorities,<br />
who allowed PKK sympathizers<br />
to <strong>de</strong>monstrate in a predominantly<br />
Turkish district without<br />
consi<strong>de</strong>ring the sentiments of the<br />
Turks, are doubtless responsible<br />
for the events.<br />
• Belgian authorities, who have<br />
not adopted the same attitu<strong>de</strong><br />
as Germany and France (who have<br />
outlawed the PKK), have caused<br />
PKK activities to spill over<br />
into their territory. The prevention<br />
of the activities of this terrorist<br />
group is, after all, a necessity<br />
for internationallaw.<br />
• We hope that Belgian officials<br />
will abi<strong>de</strong> by the country's international<br />
obligations and act in<br />
accordance with the spirit of Turco-Belgian<br />
relations.<br />
Tobback angers Turks<br />
The statement issued by the<br />
Turkish Foreign Ministry provi<strong>de</strong>d<br />
an indirect reply to Tobback's<br />
remarks. The Belgian minister<br />
of the interior was quoted<br />
as saying that Belgium had no intention<br />
of outlawing the PKK and that "he<br />
saw no reason for it." He said that he would<br />
be holding talks with some of the<br />
PKK <strong>de</strong>monstrators.<br />
Theminister said that while the Kurdish<br />
<strong>de</strong>monstrators will be un<strong>de</strong>r the protection<br />
of the Belgian government the Turks<br />
",would not be allowed to hold <strong>de</strong>monstratIOnsand<br />
rallies."<br />
In a statement part,!cularly ag~ravatjng<br />
t~ the Tu,rks, he said, The Turks reaction<br />
did r.ot Simply arise by itself but was preplanned."<br />
Me~nwhile, G.uy.Cu~ell, the mayor of<br />
the Samt Josse dIstrIct m Brussels, admitted<br />
that the Turks were "provoked" by<br />
PKK <strong>de</strong>monstrators.<br />
Cu<strong>de</strong>ll, who is one of the leading figure.s<br />
of the ~ociali~t Party, said that allowmg<br />
an anll-TurkIsh <strong>de</strong>monstration in the<br />
middle of a district populated mainly by<br />
Turks was "scandalous." The mayor had<br />
talked to the Turks personally at the beginning<br />
of the events, and ma<strong>de</strong> sure that<br />
the PKK <strong>de</strong>monstrators would be removed<br />
from the district.<br />

Deniz Baykal said Monday that the people<br />
of southeastern Turkeyare suffering serious<br />
problems and stressed that the state forces are<br />
. still unable to properly secure the bor<strong>de</strong>rs against<br />
terrorist infiltration.<br />
Baykal, speaking at a party me<strong>et</strong>ing after r<strong>et</strong>urning<br />
from a three-day tour ofsoutheastern Turkey,<br />
said that <strong>de</strong>spite the <strong>de</strong>nials of the authorities,<br />
villages were being evacuated and people forced<br />
to -leav<strong>et</strong>heir homes.<br />
. Baykal said the local people left their villages<br />
either because of lack of security, or because they<br />
were forced .out of their s<strong>et</strong>tléments by security<br />
forces. "Government officials <strong>de</strong>ny that villages<br />
are being evacuated by force, y<strong>et</strong> we witnessed<br />
the opposite and we saw the bitter truth when we<br />
y.isi~d the region and travelled to the village of<br />
Uzümlü.<br />

truth People have left their homes. There"is not a<br />
single Iivmg thing left in the village of Uzümlü.<br />
Halfof the villagers have gone to vIllages in northern<br />
Iraq and the other half to nearby s<strong>et</strong>tlements.<br />
The people were in very bad shape. These are the<br />
first-class citizens of the Turkish Republic. The<br />
problem is not an economic one. It is a problem<br />
concerning <strong>de</strong>mocracy and politics. We cannot<br />
cover up the truth just because these people are<br />
silent"<br />
.Bavkal said that while the Turkish state exten<strong>de</strong>d<br />
ahelping hand to pepple immigrating to Turkey,<br />
~ did not do the same for those people who<br />
had reen driven from their homes.<br />
Baykal also criticized the visit of Prime Minister<br />
Tansu Ciller and Deputy Prime Minister Murat<br />
Karayafçm to Diyarbaklf on New Year's Eve.<br />
He said It was an empty gesture as the people of<br />
the region did not partIcIpate in these celebrations.<br />
"They could have celebrated the New Year<br />
in Ankara at the Officer's Club and nothing would<br />
have changed," he said.<br />
The CHP lea<strong>de</strong>r said his studies in southeastern<br />
Turkey showed that the security forces had still<br />
not been able to secure the bor<strong>de</strong>rs to prevent infiltrations.<br />
He said there was a lack of coordination among<br />
security units and a lack ofproper aerial support<br />
for the security forces. He also said that they were<br />
still unable to use the latest technology for<br />
night operations. He said the security of the bor<strong>de</strong>rs<br />
in the region should be han<strong>de</strong>d over to the<br />
Armed Forces.<br />
