district. Their understandable anger
was only calmed by the efforts
of the Turkish Embassy and
Consulate officials, as well as
Turkish teachers and clergy, who
have succeeded in containmg the
events before further escallition.
• The Belgian authorities,
who allowed PKK sympathizers
to demonstrate in a predominantly
Turkish district without
considering the sentiments of the
Turks, are doubtless responsible
for the events.
• Belgian authorities, who have
not adopted the same attitude
as Germany and France (who have
outlawed the PKK), have caused
PKK activities to spill over
into their territory. The prevention
of the activities of this terrorist
group is, after all, a necessity
for internationallaw.
• We hope that Belgian officials
will abide by the country's international
obligations and act in
accordance with the spirit of Turco-Belgian
relations.
Tobback angers Turks
The statement issued by the
Turkish Foreign Ministry provided
an indirect reply to Tobback's
remarks. The Belgian minister
of the interior was quoted
as saying that Belgium had no intention
of outlawing the PKK and that "he
saw no reason for it." He said that he would
be holding talks with some of the
PKK demonstrators.
Theminister said that while the Kurdish
demonstrators will be under the protection
of the Belgian government the Turks
",would not be allowed to hold demonstratIOnsand
rallies."
In a statement part,!cularly ag~ravatjng

Me~nwhile, G.uy.Cu~ell, the mayor of
the Samt Josse dIstrIct m Brussels, admitted
that the Turks were "provoked" by
PKK demonstrators.
Cudell, who is one of the leading figure.s
of the ~ociali~t Party, said that allowmg
an anll-TurkIsh demonstration in the
middle of a district populated mainly by
Turks was "scandalous." The mayor had
talked to the Turks personally at the beginning
of the events, and made sure that
the PKK demonstrators would be removed
from the district.
Baykal: People still suffering in Southeast
'Government unaware of villages being evacuated by force or people fleeing their homes'

ANKARA- Republican People's Party Chairman.
Deniz Baykal said Monday that the people
of southeastern Turkeyare suffering serious
problems and stressed that the state forces are
. still unable to properly secure the borders against
terrorist infiltration.
Baykal, speaking at a party meeting after returning
from a three-day tour ofsoutheastern Turkey,
said that despite the denials of the authorities,
villages were being evacuated and people forced
to -leavetheir homes.
. Baykal said the local people left their villages
either because of lack of security, or because they
were forced .out of their settléments by security
forces. "Government officials deny that villages
are being evacuated by force, yet we witnessed
the opposite and we saw the bitter truth when we
y.isi~d the region and travelled to the village of
Uzümlü.
TIe government also has to learn the bitter
truth People have left their homes. There"is not a
single Iivmg thing left in the village of Uzümlü.
Halfof the villagers have gone to vIllages in northern
Iraq and the other half to nearby settlements.
The people were in very bad shape. These are the
first-class citizens of the Turkish Republic. The
problem is not an economic one. It is a problem
concerning democracy and politics. We cannot
cover up the truth just because these people are
silent"
.Bavkal said that while the Turkish state extended
ahelping hand to pepple immigrating to Turkey,

had reen driven from their homes.
Baykal also criticized the visit of Prime Minister
Tansu Ciller and Deputy Prime Minister Murat
Karayafçm to Diyarbaklf on New Year's Eve.
He said It was an empty gesture as the people of
the region did not partIcIpate in these celebrations.
"They could have celebrated the New Year
in Ankara at the Officer's Club and nothing would
have changed," he said.
The CHP leader said his studies in southeastern
Turkey showed that the security forces had still
not been able to secure the borders to prevent infiltrations.
He said there was a lack of coordination among
security units and a lack ofproper aerial support
for the security forces. He also said that they were
still unable to use the latest technology for
night operations. He said the security of the borders
in the region should be handed over to the
Armed Forces.
