Turkey, Iran and Syria to discuss Iraq
Apart from the question of northern Iraq, the PKK
and regional waters are among the other topics
expected to be discussed by the three countries

The foreign ministers of
Iran, Syria and Turkey will meet in
Istanbul today for talks on Iraq in general
but with particular emphasis on de\'elopments
in northern Iraq. The meeting
comes after Turkey's Feb. 1 air raid on
the Zaleh camp of the outlawed
Kurdistan Workers' Party (PKK) in
northe"!! Iraq. "

meeting between the three countries.
Another issue, to be discussed mainly by
Turkey and SYria, is said to be that of
the sharing of regional waters.
Syria has long complained that
Turkey is planning to cut its share of the
Euphrates as a result of the massive
Southeast Anatolia Project (GAP) v,'hich
includes a network of dams which a~so
hope to utilize the waters pf the Tigris,
Foreign Ministry officials from the three countries met
in Istanbul on Friday to prepare the groundwork for
today's meeting, .
This will be the fourth of such meetings held between
the three nations. It was in November 1992 that they
decided to meet at this level to discuss developments in
northern Iraq and to signal to the outside world that
developments in this region were of vital interest to them.
At the most recent meeting, Turkish Foreign Minister
Hikmet Çetin, Iranian Foreign Minister Ali Akbar
Velayati and Syrian Foreign Minister Farouq al-Shara
reaffirmed their support for Iraq' s territorial integrity and
their opposition to the establishment of an independent
Kurdish state in northern Iraq. Turkey on Tnursday
expressed "deep sorrow" for causing casualties on the
Iranian side of the border as a result of its operation
a~ainst Zaleh and offered to do all that was necessary to
"neal the wounds" resulting from this. .
"It has been established that a few cluster bombs aimed
at antiaircraft positions ... close to the Iranian border
exploded in the air, scattering parts to Iranian soil and
causing loss of life and (damage to) property," a Foreign
Ministry statement said.
Iran has said nine Iranians were killed and 19 injured in
the attack, one of the biggest by the Turkish AIr Force
against the PKK who are fighting for a Kurdish state in
southeast Turkey. It is thought that another topic of discussion
between the three countries will be the PKK.
Ankarahas urged Syria and Iran to deny refuge to tbe
PKK. Accusations in the Turkish press that Dama,scus
was providing refuge to PKK militants and an attempted
linka~e by Syria between the mailer of border security
and me sharing of re~ional cross border waters had prevented
this tripartIte meeting from being held in
November. Syria has denied Turkish charges that it is
sheltering PKK leader Abdullah Ocalan, who has operated
out or Syria and Syrian-controlled parts of Leoanon
for more than a decade. Turkey has refused any linkage
between the issues of water and security. but has said it is
prepared to discuss these separately.
Talkina to the Turkish Daily News on Friday, Foreign
Minister Hikmet çetin said that he would also hold bilateral
talks with Shara and Velayati to discuss other issues
of interest to .the two sides. These issues are thought to
include the question of the waters of the Euphrates and
that of the PKK. Foreign Ministers Shara and Velayati
both arrived in Istanbul on Friday. Prime Minister Tansu
Çiller met Foreign Minister Shara at her residence in
Yenikoy in the afternoon. She received Forei$n Minister
Velayati at her Yenikoy residence later in the oay.

DELEGATION DE DEPUTES KURDES
AL'ELYSEE
François Mitterrand 0 reçu vendredi après-midi une délégation
de parlementaires kurdes de Turquie conduite par
Ahmet Turk. Leyla Zona et Sirri Sakik. Cette audience fait
suite à un appel adressé ou président de 10 République por
des 17 députés kurdes dont 10 levée de l'immunité parlementaire.
recommandée par 10 commission ad hoc de l'Assemblée
nationale de Turquie. doit être prochainement votée.
En cos de levée de cette immunité. ces députés seront
déférés devant 10 Cour de sOreté de l'Etat et risquent 10
peine de mort. Ces députés sont tous membres du Parti de
10 démocratie (DEP) qui prOne le règlement du problème
kurde par 10voie pacifique.
