Turkey, Iran and Syria to discuss Iraq<br />

Apart from the question of northern Iraq, the PKK<br />

and regional waters are among the other topics<br />

expected to be discussed by the three countries<br />

The foreign ministers of<br />

Iran, Syria and Turkey will me<strong>et</strong> in<br />

Istanbul today for talks on Iraq in general<br />

but with particular emphasis on <strong>de</strong>\'elopments<br />

in northern Iraq. The me<strong>et</strong>ing<br />

comes after Turkey's Feb. 1 air raid on<br />

the Zaleh camp of the outlawed<br />

Kurdistan Workers' Party (PKK) in<br />

northe"!! Iraq. "<br />

The ISSlieof the PKK IS saId to be one<br />

of the items on the agend~ nf tht' f';:'::rtite<br />

me<strong>et</strong>ing b<strong>et</strong>ween the three countries.<br />

Another issue, to be discussed mainly by<br />

Turkey and SYria, is said to be that of<br />

the sharing of regional waters.<br />

Syria has long complained that<br />

Turkey is planning to cut its share of the<br />

Euphrates as a result of the massive<br />

Southeast Anatolia Project (GAP) v,'hich<br />

inclu<strong>de</strong>s a n<strong>et</strong>work of dams which a~so<br />

hope to utilize the waters pf the Tigris,<br />

Foreign Ministry officials from the three countries m<strong>et</strong><br />

in Istanbul on Friday to prepare the groundwork for<br />

today's me<strong>et</strong>ing, .<br />

This will be the fourth of such me<strong>et</strong>ings held b<strong>et</strong>ween<br />

the three nations. It was in November 1992 that they<br />

<strong>de</strong>ci<strong>de</strong>d to me<strong>et</strong> at this level to discuss <strong>de</strong>velopments in<br />

northern Iraq and to signal to the outsi<strong>de</strong> world that<br />

<strong>de</strong>velopments in this region were of vital interest to them.<br />

At the most recent me<strong>et</strong>ing, Turkish Foreign Minister<br />

Hikm<strong>et</strong> Ç<strong>et</strong>in, Iranian Foreign Minister Ali Akbar<br />

Velayati and Syrian Foreign Minister Farouq al-Shara<br />

reaffirmed their support for Iraq' s territorial integrity and<br />

their opposition to the establishment of an in<strong>de</strong>pen<strong>de</strong>nt<br />

Kurdish state in northern Iraq. Turkey on Tnursday<br />

expressed "<strong>de</strong>ep sorrow" for causing casualties on the<br />

Iranian si<strong>de</strong> of the bor<strong>de</strong>r as a result of its operation<br />

a~ainst Zaleh and offered to do all that was necessary to<br />

"neal the wounds" resulting from this. .<br />

"It has been established that a few cluster bombs aimed<br />

at antiaircraft positions ... close to the Iranian bor<strong>de</strong>r<br />

explo<strong>de</strong>d in the air, scattering parts to Iranian soil and<br />

causing loss of life and (damage to) property," a Foreign<br />

Ministry statement said.<br />

Iran has said nine Iranians were killed and 19 injured in<br />

the attack, one of the biggest by the Turkish AIr Force<br />

against the PKK who are fighting for a Kurdish state in<br />

southeast Turkey. It is thought that another topic of discussion<br />

b<strong>et</strong>ween the three countries will be the PKK.<br />

Ankarahas urged Syria and Iran to <strong>de</strong>ny refuge to tbe<br />

PKK. Accusations in the Turkish press that Dama,scus<br />

was providing refuge to PKK militants and an attempted<br />

linka~e by Syria b<strong>et</strong>ween the mailer of bor<strong>de</strong>r security<br />

and me sharing of re~ional cross bor<strong>de</strong>r waters had prevented<br />

this tripartIte me<strong>et</strong>ing from being held in<br />

November. Syria has <strong>de</strong>nied Turkish charges that it is<br />

sheltering PKK lea<strong>de</strong>r Abdullah Ocalan, who has operated<br />

out or Syria and Syrian-controlled parts of Leoanon<br />

for more than a <strong>de</strong>ca<strong>de</strong>. Turkey has refused any linkage<br />

b<strong>et</strong>ween the issues of water and security. but has said it is<br />

prepared to discuss these separately.<br />

Talkina to the Turkish Daily News on Friday, Foreign<br />

Minister Hikm<strong>et</strong> ç<strong>et</strong>in said that he would also hold bilateral<br />

talks with Shara and Velayati to discuss other issues<br />

of interest to .the two si<strong>de</strong>s. These issues are thought to<br />

inclu<strong>de</strong> the question of the waters of the Euphrates and<br />

that of the PKK. Foreign Ministers Shara and Velayati<br />

both arrived in Istanbul on Friday. Prime Minister Tansu<br />

Çiller m<strong>et</strong> Foreign Minister Shara at her resi<strong>de</strong>nce in<br />

Yenikoy in the afternoon. She received Forei$n Minister<br />

Velayati at her Yenikoy resi<strong>de</strong>nce later in the oay.<br />

<strong>de</strong> SÛJ:'<strong>et</strong>é <strong>de</strong> l'Etat où ils seront passibles<br />

<strong>de</strong> la peine <strong>de</strong> mort.<br />

suite à un appel adressé ou prési<strong>de</strong>nt <strong>de</strong> 10 République por<br />

<strong>de</strong>s 17 députés kur<strong>de</strong>s dont 10 levée <strong>de</strong> l'immunité parlementaire.<br />

recommandée par 10 commission ad hoc <strong>de</strong> l'Assemblée<br />

nationale <strong>de</strong> Turquie. doit être prochainement votée.<br />

En cos <strong>de</strong> levée <strong>de</strong> c<strong>et</strong>te immunité. ces députés seront<br />

déférés <strong>de</strong>vant 10 Cour <strong>de</strong> sOr<strong>et</strong>é <strong>de</strong> l'Etat <strong>et</strong> risquent 10<br />

peine <strong>de</strong> mort. Ces députés sont tous membres du Parti <strong>de</strong><br />

10 démocratie (DEP) qui prOne le règlement du problème<br />

kur<strong>de</strong> par 10voie pacifique.<br />
