US-amerikanischen Einflusses offensichtlich und die Renationalisierung
der Militär- und Sicherheitspolitik ein allerorten sichtbarer Prozess,
so dass eine NATO mit vier Millionen Soldaten unter Waffen und die
transatlantischen Beziehungen insgesamt sich mittlerweile in der größten
Krise ihrer Geschichte befinden 264 .
Die Zuspitzung am Ende der Vorkriegsphase auf die Auseinandersetzung
zwischen den USA und einem Gremium der UN ist daher nicht zufällig,
stehen doch die Prinzipien der Vereinten Nationen für Gleichheit in der
Repräsentanz („one-state, one-vote“), Gültigkeit der Souveränität der Nationalstaaten
und Multilateralismus, der sich in kollektiven Entscheidungsprozessen
niederschlägt. Ein solcher Souveränitätsanspruch mobilisiert
zugleich Amerikanismus und Antieuropäismus. 265 Im Verlauf des Jahres
2003 trat die Abwertungsrhetorik in den Hintergrund, statt dessen ging es
um die Frage der Transformation vorhandener internationaler Einrichtungen
zu Organisationen, die Träger revisionistischer Politik im Dienste der
„Freiheit“ sein können. Multilaterialismus im Dienste des Empire ist die
Aufgabe, wie Donnelly, einer der einflußreichen politischen Ideologien des
Neokonservatismus formuliert: ʺIt is difficult to imagine how the United
States can maintain global leadership without running the risks of ʹimperial
overstretchʹ unless it forges a new set of international institutions, or at
very least, radically reforms the current ones. Even a sole superpower

America and now, minus California, it is George W Bushʹs. This Sunbelt imagines itself ruggedly selfsufficient.
It likes to think of itself as six-shooter country. Diplomacy means follow the leader. Watching
UN-mandated inspections is, well, like watching paint dry.”
