befördert und in dessen Washingtoner Gebäude im 5. Stockwerk das
PNAC residiert.
Gesondert hervorzuheben ist weiter das 1988 gegründete Center for Security
Policy (CSP), dessen Direktor Frank Gaffney in den 80`ern unter Perle im
Pentagon arbeitete und dem PNAC angehört. In einer Erklärung stellte
Gaffney das CSP in die Tradition des Committee on the Present Danger, das
sich in den 70`er Jahren gegen die Entspannungspolitik positionierte und
eine Kaderschmide der reaganitischen Rüstungs- und Militärpolitik war. In
den 90er Jahren entwickelten sich das CSP und sein Beirat NSAC 85 zu einem
zentralen Sammelbecken reaganitischer Politiker, Ideologen und Rüstungsindustrieller.
Zakheim, Rumsfeld, Perle, Woolsey oder Feith waren schon
früh eng mit dem CSP liiert. Aus dieser Zeit stammt auch eine enge Verbindung
zu Heritage, dem wichtigsten rechten Think-Tank in der Reagan-
Ära 86 . Zahlreiche Angehörige des CSP und NSAC (ca. zwei Dutzend) zogen
dann in die zweite Bush-Regierung ein. Entsprechend ist dem Jahresbericht
2002 des CSP ein Zitat von Donald Rumsfeld vorausgestellt: “If there was
any doubt about the power of your ideas, one has only to look at the number
of Center associates who now people this administration - and particularly
the Department of Defense - to dispel them.” Gaffney hat dieses fast
beispiellose Rekrutierungsmuster auf der Website des CSP geschildert: “An
early member of the Centerʹs Board of Advisors, Richard Cheney, is now
Vice President of the United States. President Bush appointed a distinguished
recipient of the Centerʹs Keeper of the Flame Award, Donald
Rumsfeld, to be his Secretary of Defense. And Secretary Rumsfeld and his
counterparts elsewhere in the government have invited an extraordinary
number of members of the Centerʹs National Security Advisory Council
and others of the Centerʹs colleagues to serve in top positions in the U.S.
