„Trotz aller Rhetorik über das ʹasiatische Jahrhundertʹ gilt es zu sehen, dass
die amerikanische Wirtschaft während der zurückliegenden acht Jahre
[1994-2001 (d. Verf.)] zehnmal mehr in den Niederlanden als in China investiert
hat. Die europäische Wirtschaft erzeugt mehr als 60% aller neuen
Arbeitsplätze, die von internationalen Investoren in den USA geschaffen
worden sind.ʺ364 Für diese Autoren sticht das Argument der Ökonomie
gegen die Idee des Empire – tatsächlich belegen solche Indikatoren nur,
dass die EU gegenwärtig nur imstande ist, allein in den Sphären der Produktion
und Finanzen mit den USA global zu konkurrieren. Eine politische,
territoriale Logik der Macht Europas, die global projiziert werden
könnte, existiert gegenwärtig noch nicht.
Daneben freilich gibt es eine deutlich ausgeprägte Linie der Akzeptanz des
Gedankens eines „American Empire“, für die etwa die von dem Autor Michael
Ignatieff (Harvard) später als „zurückhaltend“ bezeichnete Ausarbeitung
steht, der Anfang 2003 in der New York Times versuchte, jenseits historischer
Vergleiche den ambivalenten Gehalt des Begriffs für eine „humanitäre“
und „demokratische“ liberalimperialistische Interpretation näher zu
bestimmen und die Spezifik der aktuellen Situation betont – ein Empire
„lite“ ist nicht mehr zu haben 365 : „Yet what word but ʹʹempireʹʹ describes the
awesome thing that America is becoming? It is the only nation that polices
the world through five global military commands; maintains more than a
million men and women at arms on four continents; deploys carrier battle
groups on watch in every ocean; guarantees the survival of countries from
Israel to South Korea; drives the wheels of global trade and commerce; and
fills the hearts and minds of an entire planet with its dreams and desires.
(…) Being an imperial power, however, is more than being the most powerful
nation or just the most hated one. It means enforcing such order as there
is in the world and doing so in the American interest. It means laying down
the rules America wants (on everything from markets to weapons of mass
destruction) while exempting itself from other rules (the Kyoto Protocol on
climate change and the International Criminal Court) that go against its
interest. It also means carrying out imperial functions in places America
