Asia are graduates of American universities, and an even larger cadre of
graduates is now entering into official careers. The ability of the American
empire to govern its domains will depend upon its success in producing
this distinct kind of immigrant/emigrant to serve as its distinct kind of imperial
civil official. In the empires of the past, the metropole served as the
mind, and the colonies served as the body. The American empire is attempting
to solve the imperial mind-body problem in a new way. In a
sense, it seeks to perform a series of brain-transplants, to put an imperial
mind into a colonized body.” 339 Diese Vorstellung ist insofern durchaus
realistisch, als fast alle der 3,8 Millionen US-Amerikaner, die im Ausland
leben, in nur vier Ländern (Kanada, Mexico, Europa und Israel) leben. Ein
globales American Empire, dessen Führungspersonal aus stammländischen
US-Amerikanern sich rekrutiert, ist da schlecht zu machen.
Während aber derartig handfeste territorialpolitische Erwägungen auch im
neokonservativen Milieu eher selten sind, gibt es durchaus intensive Debatten
über den Modus der Machtausübung. Während Boot den USA eine
globale Empire-Rolle zudenkt, die sich formal über die UN realisiert, tritt
Mallaby für eine eigene US-geführte internationale Körperschaft jenseits
der UN ein und schreibt Kaplan den USA kurzweg die alleinige Akteursrolle
zu („We and nobody else will write the terms for international society“
340 ). Wesentlich weiter als Kurth geht demgegenüber der Historiker Niall
Ferguson, der die USA auffordert, „(to) make the transition from informal
to formal empire“ 341 . Neokonservative wie Ferguson teilen freilich diese
Ansicht nicht, dass eine unmittelbare, direkte Einbeziehung in ein formelles
Regierungssystem vorliegen müsse, um von einem „Empire“ reden zu
können. Auch das britische Empire habe weite Teile des Globas indirekt –
d.h. vor allem mit ökonomischen Mitteln – beherrscht. Daher sprechen sie
problemlos vom American Empire.“It is certainly true that in economic

United Kingdomʹs formal empire was very large indeed, covering nearly a
quarter of the worldʹs surface and ruling roughly the same proportion of its
population. Today, on the other hand, the United Statesʹ formal empire
includes just 14 dependencies (of which the largest is Puerto Rico) and covers
