1. MISSION<br />

FREDERICK COMMUNITY COLLEGE<br />

Frederick Community College (FCC), as a learning college, prepares individuals to meet the<br />

challenges of a diverse, global society through quality, accessible, innovative, lifelong learning.<br />

We are a student-centered, community-focused college.<br />

FCC offers courses, degrees, certificates, and programs for workforce preparation, transfer, and<br />

personal enrichment. Through these offerings, FCC enhances the quality of life and economic<br />

vitality of our region.<br />

Vision Statement<br />

FCC is a premier student-centered learning college where students, faculty, and staff work<br />

together for student success.<br />

2. INSTITUTIONAL ASSESSMENT<br />

The College’s Strategic Plan, goal 4, objective 9, emphasizes the importance of institutional<br />

assessment and commits it to institutional improvement facilitated by the strategic use of<br />

assessment data. The <strong>Performance</strong> and <strong>Accountability</strong> <strong>Report</strong> is used to review overall College<br />

performance and improve the College’s effectiveness in the following areas.<br />

A. Accessibility and Affordability<br />

As of 2008, the College has met nearly all established benchmarks for achieving access and<br />

affordability. Using different program offerings and delivery methods, the College has:<br />

Increased enrollment in on-line credit courses by 62% between FY 2005 and FY<br />

2008 (4,297 vs. 2,656),<br />

Increased the percentage of enrollment in its non-credit on-line courses by 10%<br />

during that same period (186 vs. 168 students) and,<br />

Met or exceeded its benchmark for market share of first-time full-time freshmen<br />

(56%), part-time undergraduates (77%), and recent college-bound high school<br />

graduates (61%).<br />

In addition to the above, the College has increased its unduplicated credit enrollment in 2008<br />

by 9% (7,650 students) and increased its unduplicated enrollment in non-credit courses by 1%<br />

(10,837). Credit students at the College now have an average age of 21, are more likely to be<br />

female (56%), part-time (62%), in transfer programs (60%), and almost all are Frederick<br />

County residents.<br />

Although the College has until 2010 to report the final achievements of the accountability<br />

benchmarks to MHEC, it is clear at this point that it has achieved all Accessibility and<br />
