through surveys sent to deans, administrators, and faculty at accredited schools. UMB’s rank of<br />

4.0 is actually the sixth highest rank awarded, as four schools were tied with a score of 4.1. In<br />

2008, the UMB School of Social Work ranked 18 th , up from 19 th when ranked in 2004 and 25 th<br />

when ranked in 2000.<br />

Objective 1.2 – By fiscal year 2010 increase nationally recognized memberships and awards to<br />

UMB faculty by 25% compared to 2005.<br />

Data for this indicator is taken from the report, The Top American Research Universities,<br />

prepared by the Lombardi Program on Measuring University <strong>Performance</strong>. Although the<br />

number of UMB faculty with National Academy memberships or nationally recognized awards<br />

dipped for 2005, the census returned to previously reported levels for 2006 and increased to 17<br />

for <strong>2009</strong>. As an example of the recognition achieved by UMB faculty, the prestigious J. William<br />

Fulbright Foreign Scholarship Board awarded four grants to UMB faculty: Professor Ilene<br />

Zuckerman, PharmD, PhD, professor and chair of the Department of Pharmaceutical Health<br />

Services Research, will expand her research of elderly health care in Thailand; Professor C.<br />

Daniel Mullins, PhD, of the School of Pharmacy will help the National University of Ireland<br />

develop a program in health technology; Professor Emmanuel Kasimbazi, PhD, LLM, will<br />

research environmental law courses and curriculum development at the University of <strong>Maryland</strong><br />

School of Law; and postdoctoral fellow Oliver Maddocks, PhD, MPharm, MRPharmS, will<br />

research the role of enteropathic E. coli in the development of colon cancer at the University of<br />

<strong>Maryland</strong> School of Medicine. Also, Edward Pecukonis, PhD, MSW, associate professor at the<br />

University of <strong>Maryland</strong> School of Social Work, has been selected by the <strong>Maryland</strong> Chapter of<br />

the National Association of Social Workers as Social Work Educator of the year.<br />

Objective 1.3 – By fiscal year 2010 increase scholarly productivity by increasing scholarly<br />

publications and activities per full-time faculty member by at least 25% compared to 2005.<br />

For a number of years UMB has reported aspects of faculty non-instructional productivity, using<br />

the annual survey of faculty non-instructional productivity as a source of the data. Previously,<br />

reported scholarly productivity included only published books and refereed works. This<br />

indicator was broadened to include non-refereed works, creative activities and papers presented<br />

at professional meetings. As noted by the <strong>Maryland</strong> <strong>Higher</strong> Education Commission the number<br />

of scholarly publications and activities per full-time faculty steadily declined from 6.7 to 6.4<br />

during the past three years. However, this downward trend was reversed for 2008 with the<br />

number of scholarly publications and activities reaching 7.1 per full-time faculty. The number of<br />

scholarly publications and activities per full-time faculty declined to 6.6 for <strong>2009</strong>.<br />

Goal 2 - Conduct recognized research and scholarship in the life and health sciences, law<br />

and social work that fosters social and economic development.<br />

Objective 2.1 – By fiscal year 2010 increase extramural funding for research, service and<br />

training projects by 26% compared to 2005.<br />

Between fiscal year 1995 and fiscal year 2004 sponsored research at UMB grew by an average<br />
