educational research agenda. The capital campaign which plans to raise $12.6 million within the<br />

next five years will be intensified.<br />

MSP Goal 1: Maintain and strengthen a preeminent statewide array of postsecondary<br />

education institutions recognized nationally for academic excellence and<br />

effectiveness in fulfilling the educational needs of students, the state and<br />

the nation.<br />

Progress Made<br />

In FY <strong>2009</strong>, CSU responded to its fiscal constraints by adopting several efficient and effective<br />

uses of state resources including redefinition of work, partnership with external entities, business<br />

process reengineering, and competitive contracting. By using these practices, the University has<br />

saved $2.85 million (see Cost Containment below for details).<br />

The percent replacement cost for facility renewal and renovation increased in FY <strong>2009</strong> to 0.9%<br />

from 0.2% in FY 2008. Coppin has initiated and effectively implemented campus-wide<br />

preventive maintenance programs through its operation and maintenance service contract,<br />

implementation of facilities renewal, and deferred maintenance projects.<br />

Accomplishments, Challenges, and Future Directions<br />

In FY <strong>2009</strong>, CSU adopted several efficiency and effectiveness strategies through redefinition of<br />

work, partnership with external entities, business process reengineering, and competitive<br />

contracting. As a result the University saved $2.85 million in FY <strong>2009</strong>. As State funding<br />

declines, Coppin State will continue to maximize the efficient and effective use of its resources<br />

to achieve its mission to the fullest extent possible.<br />

affordability for all <strong>Maryland</strong>ers.<br />

Progress Made<br />

Coppin State University (CSU) is a leader within the University System of <strong>Maryland</strong> (USM) and<br />

the State in “closing the college affordability gap” among students from low-income families and<br />

first-generation students who may have otherwise been denied access to higher education. CSU<br />

tuition and fees are the lowest among USM institutions. In FY <strong>2009</strong> the average annual price of<br />

in-state undergraduate tuition and fees at Coppin was $4,980. In comparison, annual<br />

undergraduate tuition and fees for public institutions statewide was $7,180, making Coppin 33<br />
