UMB budget. The campus has been very aggressive and successful in its ability to attract<br />

additional grants and contracts.<br />

Revenues from grants and contracts and tuition and fees will not be enough to address the<br />

campus’ fiscal imperatives, however. UMB has a relatively small student body and cannot meet<br />

fiscal obligations through increased tuition revenue. Meeting the obligations using other revenue<br />

sources will be limited because grants and contracts are variable and are restricted in nature and<br />

cannot be used to address the basic funding needs of the campus. As mentioned previously, the<br />

funding guidelines have recognized the funding needs of the campus and are expected to provide<br />

additional State general funds in the future.<br />

<strong>2009</strong> PERFORMANCE ASSESSMENT:<br />

Goal 1 – Evolve and maintain competitive edge as a center of excellence in the life and<br />

health sciences, law and social work and as a campus of professions committed to<br />

addressing complex social issues at local, state, and international levels.<br />

Objective 1.1 – By fiscal year 2010 demonstrate the quality and preeminence of all UMB<br />

professional schools by achieving Top 10 status among public schools.<br />

In fiscal year 2005, with more than $10 million in total awards, the UMB dental school achieved<br />

the rank of 4 th in research-based awards from the National Institutes of Health (NIH), below only<br />

the University of California San Francisco, the University of Michigan, and the University of<br />

Washington. Only about $6 million of NIH funding was awarded to UMB in fiscal year 2007,<br />

resulting in a rank of 11 th . The ranking of 13 th for fiscal year 2008 based on $6.3 million of NIH<br />

funding should increase in the future as after 36 years in a rapidly aging building, the UMB<br />

Dental School has relocated into a brand new $142 million, 375,000 square foot state of the art<br />

facility. Rankings for fiscal year <strong>2009</strong> will not be available until winter 2010.<br />

A similar ranking based on funding received by the UMB School of Medicine from the NIH is<br />

now being used in preference to a ranking available through the Association of American<br />

Medical Colleges that was not updated on a timely basis. Among public medical schools, UMB<br />

maintained the rank of 15 th for fiscal year 2008, based on $128.8 million of NIH funding.<br />

Rankings for fiscal year <strong>2009</strong> will not be available until winter 2010.<br />

US News and World <strong>Report</strong> updated all nine law specialty rankings for <strong>2009</strong>. The UMB School<br />

of Law’s environmental law ranking improved from 8 th to 6 th and the health law ranking returned<br />

to 2 nd from 3 rd . With a clinical ranking of 8 th UMB continues to have three law specialty<br />

programs ranked in the top ten.<br />

US News did not update nursing rankings for <strong>2009</strong>. In 2007, the UMB nursing master’s<br />

program ranked 7 th , up from 10 th when last ranked in 2003. One fewer specialty program was<br />

ranked in the top ten compared to 2003. Rankings for pharmacy and social work were not<br />

updated for <strong>2009</strong>. In 2008, the UMB School of Pharmacy was tied with five other schools for<br />

the rank of 9 th . Rankings are based solely on the average of these assessment scores obtained<br />
