MISSION<br />

UMBC is a dynamic public research university integrating teaching, research, and service to<br />

benefit the citizens of <strong>Maryland</strong>. As an Honors University, the campus offers academically<br />

talented students a strong undergraduate liberal arts foundation that prepares them for graduate<br />

and professional study, entry into the workforce, and community service and leadership. UMBC<br />

emphasizes science, engineering, information technology, human services, and public policy at<br />

the graduate level. UMBC contributes to the economic development of the State and the region<br />

through entrepreneurial initiatives, workforce training, K-16 partnerships, and technology<br />

commercialization in collaboration with public agencies and the corporate community. UMBC<br />

is dedicated to cultural and ethnic diversity, social responsibility, and lifelong learning.<br />

Overview<br />

INSTITUTIONAL ASSESSMENT<br />

UMBC’s goals and objectives reflect its vision of becoming one of the nation’s best public<br />

research universities of its size. These goals are consistent with the goals of the 2004 <strong>Maryland</strong> State<br />

Plan for Postsecondary Education and achievement of our objectives directly supports the State’s Plan.<br />

Our Planning Leadership Team has cast as UMBC’s top priorities continuing to rank in the top tier of<br />

research universities and continuing to build the quality and size of the undergraduate and graduate<br />

student bodies. We were extremely proud to be recognized last August as the #1 “up-and-coming”<br />

national university by the U.S. News & World <strong>Report</strong> America’s Best Colleges Guide. UMBC's<br />

most encouraging results again this year reflect our institution-wide efforts to improve student retention<br />

rates. Both our freshman retention and graduation rates increased over the past year, with our six-year<br />

graduation rate exceeding our <strong>2009</strong> target for the fourth year in a row. This suggests that our efforts to<br />

enhance student engagement, both intellectually and socially, appear to be yielding positive results both<br />

for retention and graduation. We are especially proud of our retention rate for African-American<br />

students, which is higher than for other undergraduates. We also have enjoyed continued success in<br />

increasing federal research expenditures per faculty member. Areas in which we still face challenges are<br />

enrollments in teacher-preparation programs and in production of IT graduates.<br />

The following assessment focuses on achievements and trends in areas that are incorporated in<br />

the university’s goals, objectives, and performance indicators.<br />

Students<br />

Enrollments. UMBC’s enrollment plan and projections submitted to the <strong>Maryland</strong> <strong>Higher</strong><br />

Education Commission forecast an overall enrollment of 12,561 students by fall 2010, including 9,748<br />

undergraduates and 2,813 graduate students, with an emphasis on increasing the percentage of full-time<br />

students. Enrollments again surpassed the 12,000 mark, a milestone reached in fall 2007, with 12,870<br />

students enrolled in fall <strong>2009</strong> (9,947 undergraduates and 2,923 graduate students). Undergraduate<br />

enrollment increased 3.5%, attributable entirely to increases in full-time students, both in-state (up 3.9%)<br />

and out-of-state (up 5.1%). At the graduate level, despite decreases in the numbers of full-time students,<br />

overall enrollment was up 3.0%. Part-time in-state student enrollment increased 20.3%, partly reflecting<br />

the success of our applied master’s and certificate programs.<br />
