destination countries reported more than one<br />

measure, first preference was given to measures<br />

providing the broadest coverage across origin<br />

countries. In cases where coverage across origin<br />

countries was similar across multiple measures,<br />

(a) measures taken at borders were preferred<br />

over measures taken at lodging establishments<br />

and (b) measures based on tourists’ countries of<br />

residence were preferred over measures based on<br />

tourists’ nationalities.<br />
