Detailed planning is virtually impossible. But it is useful <strong>to</strong> reach agreement with the key<br />

partners on miles<strong>to</strong>nes <strong>and</strong> cut-off points.<br />

Step 3: Select partners for scaling up.<br />

Partners must be selected on the basis of their core competencies for communication,<br />

knowledge management, advocacy, policy advice <strong>and</strong> other criteria. The strategy<br />

requires a stakeholder analysis that extends beyond the cooperation system of the<br />

current development project.<br />

Step 4: Provide financial <strong>and</strong> human resources.<br />

Scaling up is often a <strong>to</strong>ugh negotiation process of unforeseeable duration. Resources<br />

will be needed not only for the start-up phase. Sufficient financial <strong>and</strong> human resources<br />

must be made available <strong>to</strong> sustain the innovation.<br />

Step 5: Moni<strong>to</strong>ring <strong>and</strong> quality assurance<br />

In the course of the scaling-up process, new ac<strong>to</strong>rs affect the innovation that is being<br />

scaled up. Compromises need <strong>to</strong> be negotiated, <strong>and</strong> concessions made. Joint<br />

moni<strong>to</strong>ring within the partner system guarantees the quality assurance <strong>and</strong> steering of<br />

the process. It is essential that the core of the innovation can actually be transported,<br />

disseminated <strong>and</strong> mainstreamed by the scaling-up process. Expectations that are <strong>to</strong>o<br />

high can block the process.<br />

Step 6: Check progress continuously<br />

The checklist below can be used <strong>to</strong> continuously review whether the designated<br />

development steps for the scaling-up process have been successful. Even if at the<br />

beginning of the scaling-up process many of the points included in the checklist still elicit<br />

a negative response (i.e. have as yet received inadequate attention or none at all), the<br />

<strong>to</strong>ol can be used <strong>to</strong> moni<strong>to</strong>r progress. Over time, more <strong>and</strong> more of the steps in the<br />

process should elicit a positive rating.<br />

Have we described the experiences <strong>and</strong> good practices from the project precisely <strong>and</strong> in<br />

a structured fashion?<br />

Are we sufficiently familiar with the financial <strong>and</strong> institutional conditions for scaling up?<br />
