An influence assessment grid visualizes potential allies, targets <strong>and</strong> detrac<strong>to</strong>rs.<br />

Practical Instructions:<br />

Draw the grid below on a large sheet of paper, <strong>and</strong> position each stakeholder on the grid<br />

according <strong>to</strong> their influence over the issue <strong>and</strong> the effect the proposed policy change<br />

may have on the respective stakeholder’s interests.<br />

Rainbow <strong>and</strong> onion diagrams are another <strong>to</strong>ol for visualizing stakeholders <strong>and</strong><br />

identifying potential allies, targets <strong>and</strong> detrac<strong>to</strong>rs.<br />

Practical Instructions for Rainbow Diagrams<br />

Place cards representing the stakeholders most affected by the issue, or who have the<br />

strongest influence on it, on the inner segments. Cards representing those who are the<br />

least affected, or have the least influence, are placed on the outer segments.<br />
