This refers <strong>to</strong> important outcomes for campaigns that aim <strong>to</strong> affect how<br />

the media portrays, i.e. frames certain issues. Content analysis, i.e. the<br />

analysis of what is written, said or depicted according <strong>to</strong> guiding<br />

questions relevant <strong>to</strong> the campaign, is the most common way <strong>to</strong> explore<br />

media framing.<br />

For example, guiding questions <strong>to</strong> assess the way in which media<br />

portrays rape may include: Does the text or image unambiguously<br />

present rape as a crime? Are there any elements in the text or image<br />

that suggest the rape survivor’s behaviour justified rape (“victimblaming”)?<br />

Indica<strong>to</strong>rs in institutional change campaigns<br />

Law <strong>and</strong> policy change, <strong>and</strong> change in the implementation or enforcement of laws <strong>and</strong><br />

policies, can be measured by asking whether the desired law or policy outcome has<br />

been produced <strong>and</strong> implemented. Sample questions include:<br />

� Has a new or changed law or policy been elaborated <strong>and</strong> publicized?<br />

� Is it being implemented by those responsible, e.g. are institutions offering the<br />

services provided for in the new policy?<br />

� Is it effectively enforced, e.g. do judges base their judgments on the new law?<br />

OVERVIEW<br />

The indica<strong>to</strong>rs used determine <strong>to</strong> a great extent the data that must be collected. Data<br />

can be collected in comprehensive surveys or, more commonly, by applying<br />
