Colleges <strong>in</strong> provid<strong>in</strong>g locally relevant skills, despite be<strong>in</strong>g under the auspices of a different<br />

m<strong>in</strong>istry, also needs to be captured. With respect to the tertiary sector, the <strong>in</strong>dicator <strong>in</strong><br />

the MKUKUTA Monitor<strong>in</strong>g Master Plan is the gross enrolment rate, but data are not yet<br />

available to calculate the rate. Neither is it possible to disaggregate by full-time, part-time<br />

<strong>and</strong> distance learn<strong>in</strong>g students, as required by the Master Plan.<br />

ii) A wider range of <strong>in</strong>dicators to assess the quality of education is required – current <strong>in</strong>dicators<br />

for completion rates, exam<strong>in</strong>ation pass rates <strong>and</strong> teacher qualifications can all <strong>in</strong>crease<br />

without necessarily improv<strong>in</strong>g the uptake of skills <strong>and</strong> competencies of school leavers.<br />

iii) Questions asked <strong>in</strong> rout<strong>in</strong>e adm<strong>in</strong>istrative data about reasons why children drop-out of<br />

school do not provide sufficient <strong>in</strong>formation, <strong>in</strong>clud<strong>in</strong>g gender-sensitive <strong>in</strong>formation, to<br />

<strong>in</strong>form <strong>in</strong>itiatives to keep children <strong>in</strong> school. The option of ‘truancy’ as reason for drop-out<br />

needs to be replaced with a menu of different reasons for truancy.<br />

iv) Greater congruence between rout<strong>in</strong>e <strong>and</strong> survey data on issues of enrolment / attendance<br />

/ drop-out would generate better trend evidence.<br />

v) Indicators to l<strong>in</strong>k plann<strong>in</strong>g, budget<strong>in</strong>g <strong>and</strong> performance would be extremely valuable to<br />

decide future resource allocations. Results from public expenditure reviews <strong>and</strong> public<br />

expenditure track<strong>in</strong>g processes could form the evidence base for these <strong>in</strong>dicators.<br />

Health<br />

The follow<strong>in</strong>g recommendations are made to strengthen the Monitor<strong>in</strong>g System for health:<br />

i)<br />

Health-related <strong>in</strong>dicators need to be harmonised between the new Health Sector Strategic<br />

Plan (III) <strong>and</strong> the national <strong>in</strong>dicator set for the next phase of MKUKUTA.<br />

ii) The capacity of the Health Management Information System (HMIS) needs to be improved<br />

to ensure reliable, timely, annual, service-based statistics are produced. An operational<br />

plan <strong>and</strong> budget has been developed <strong>and</strong> approved. Implementation is expected to start<br />

<strong>in</strong> late <strong>2009</strong> <strong>and</strong> will take three years.<br />

CLUSTER II- CONCLUSIONS AND POLICY IMPLICATIONS<br />

A sent<strong>in</strong>el panel of districts should be established to supplement <strong>and</strong> verify HMIS data.<br />

iv) The (multiple) commissioned health surveys need to be rationalised <strong>and</strong> coord<strong>in</strong>ated to<br />

avoid duplication of data collection. All surveys require quality-assured sampl<strong>in</strong>g designs<br />

to ensure that reliable data are produced to enable comparison with major populationbased<br />

surveys, such as the TDHS.<br />

v) HIV care <strong>and</strong> treatment targets need to be revised, <strong>and</strong> an effective means of track<strong>in</strong>g the<br />

number of persons currently on treatment should be put <strong>in</strong> place follow<strong>in</strong>g recommendations<br />

from a recent review of the HIV <strong>in</strong>formation system<br />

vi) The track<strong>in</strong>g <strong>and</strong> analysis of <strong>in</strong>dicators at sub-national level needs to be upgraded to<br />

enable plann<strong>in</strong>g <strong>and</strong> performance monitor<strong>in</strong>g at local <strong>and</strong> health facility level.<br />
