To meet these ambitious targets, the education sector would require up to 40% of the Government’s<br />

recurrent budget, necessitat<strong>in</strong>g significant reallocations from other sectors. Despite this need for<br />

<strong>in</strong>creased secondary fund<strong>in</strong>g, the sub-sector’s allocation has decl<strong>in</strong>ed <strong>in</strong> the 2008/09 budget,<br />

<strong>and</strong> the scope for additional efficiency sav<strong>in</strong>gs <strong>in</strong> the secondary budget is limited.<br />
