To meet these ambitious targets, the education sector would require up to 40% of the Government’s
recurrent budget, necessitating significant reallocations from other sectors. Despite this need for
increased secondary funding, the sub-sector’s allocation has declined in the 2008/09 budget,
and the scope for additional efficiency savings in the secondary budget is limited.
