MKUKUTA Cluster III: Governance <strong>and</strong> Accountability<br />
Economic growth, reduction of poverty <strong>and</strong> improved quality of life all rely upon the fair, effective<br />
<strong>and</strong> transparent use of <strong>Tanzania</strong>’s resources. Therefore, the success of MKUKUTA’s Clusters<br />
I <strong>and</strong> II relies on accomplish<strong>in</strong>g the goals of MKUKUTA’s Cluster III – good governance <strong>and</strong><br />
<strong>in</strong>creased accountability.<br />
MKUKUTA’s third cluster has the follow<strong>in</strong>g four broad outcomes:<br />

Good governance <strong>and</strong> the rule of law<br />
Accountability of leaders <strong>and</strong> public servants<br />
Democracy, <strong>and</strong> political <strong>and</strong> social tolerance<br />
Peace, political stability, national unity <strong>and</strong> social cohesion deepened.<br />
Support<strong>in</strong>g these broad outcomes are seven <strong>in</strong>dividual cluster goals. As for Clusters I <strong>and</strong> II,<br />
progress towards each goal is assessed aga<strong>in</strong>st nationally agreed <strong>in</strong>dicators. The support<strong>in</strong>g<br />
goals for MKUKUTA’s Cluster III are:<br />

Structures <strong>and</strong> systems of governance as well as the rule of law to be<br />
democratic, participatory, representative, accountable <strong>and</strong> <strong>in</strong>clusive<br />
Equitable allocation of public resources with corruption effectively<br />
addressed<br />
Effective public service framework <strong>in</strong> place to provide foundation for service<br />
delivery improvements <strong>and</strong> poverty reduction<br />
Rights of the poor <strong>and</strong> vulnerable groups are protected <strong>and</strong> promoted <strong>in</strong> the<br />
justice system<br />
Goal 5: Reduction of political <strong>and</strong> social exclusion <strong>and</strong> <strong>in</strong>tolerance<br />
Goal 6:<br />
Improve personal <strong>and</strong> material security, reduce crime, <strong>and</strong> elim<strong>in</strong>ate sexual<br />
abuse <strong>and</strong> domestic violence<br />
Goal 7: National cultural identities to be enhanced <strong>and</strong> promoted<br />
Many of the public services which help to achieve the outcomes of Cluster II – education,<br />
healthcare, water <strong>and</strong> sanitation, <strong>and</strong> social protection – as well as the adm<strong>in</strong>istrative <strong>and</strong><br />
regulatory systems which directly <strong>in</strong>fluence progress towards the outcomes of Cluster I are the<br />
responsibility of local government authorities. However, the current MKUKUTA <strong>in</strong>dicator set only<br />
