<strong>in</strong> particular, obligatory contributions for primary school<strong>in</strong>g have reduced, <strong>and</strong> hBs data <strong>in</strong>dicate<br />

that there has been a shift towards use of government health facilities <strong>and</strong> away from private<br />

facilities – changes which have been noted <strong>in</strong> cluster ii of chapter 1.<br />

Basic Needs <strong>Poverty</strong><br />

<strong>in</strong>dividuals are considered poor when their consumption is less than the ‘basic needs poverty<br />

l<strong>in</strong>e’. 95 this <strong>in</strong>dicator is based on the cost of a basket of food plus non-food items. the food<br />

basket is def<strong>in</strong>ed such that it provides sufficient calories to meet m<strong>in</strong>imum adult requirements<br />

with a pattern of food consumption typical of the poorest 50% of the population. expenditures<br />

on non-food items are taken as the share of expenditures on such items typical of the poorest<br />

25% of the population. hous<strong>in</strong>g, consumer durables <strong>and</strong> telecommunications are not <strong>in</strong>cluded,<br />

nor are health <strong>and</strong> education expenses.<br />

95 poverty l<strong>in</strong>es are calculated on consumption per adult equivalent per 28 days.<br />
