InTRODUCTIOn<br />
The <strong>Poverty</strong> <strong>and</strong> <strong>Human</strong> <strong>Development</strong> <strong>Report</strong> (PHDR) has been produced on a regular basis by<br />
the Government of <strong>Tanzania</strong> as a key output of the national monitor<strong>in</strong>g system associated with<br />
its poverty reduction strategies, the PRS from 2000-2004 <strong>and</strong> the National Strategy for Growth<br />
<strong>and</strong> Reduction of <strong>Poverty</strong> 2005-2010 (Mkakati. wa. Kukuza. Uchumi. na. Kupunguza. Umask<strong>in</strong>i,<br />
commonly known by its Swahili acronym, MKUKUTA). The reports have provided consolidated<br />
national analysis of trends <strong>and</strong> outcomes <strong>in</strong> development, as well as discussion of key socioeconomic<br />
issues.<br />
PHDR <strong>2009</strong> is the fifth <strong>in</strong> the series published s<strong>in</strong>ce 2002. This report marks the end of the first<br />
phase of MKUKUTA. It is a key document for review<strong>in</strong>g the accomplishments of MKUKUTA <strong>and</strong><br />
for exam<strong>in</strong><strong>in</strong>g the challenges fac<strong>in</strong>g the country. The report is structured <strong>in</strong> three chapters.<br />
Chapter 1 reviews progress towards key development targets based on the national <strong>in</strong>dicator<br />
set for MKUKUTA’s three major clusters of desired outcomes: growth <strong>and</strong> reduction of <strong>in</strong>come<br />
poverty (Cluster I); improvement of quality of life <strong>and</strong> social well-be<strong>in</strong>g (Cluster II); <strong>and</strong> governance<br />
<strong>and</strong> accountability (Cluster III).<br />
Chapter 2 exp<strong>and</strong>s on the status of <strong>in</strong>come poverty reported <strong>in</strong> the first chapter. It provides<br />
analysis of household well-be<strong>in</strong>g <strong>in</strong> <strong>Tanzania</strong> s<strong>in</strong>ce 2000/01 us<strong>in</strong>g new data from the Household<br />
Budget Survey 2007.<br />
Chapter 3 outl<strong>in</strong>es the role <strong>and</strong> pr<strong>in</strong>cipal functions of the State <strong>in</strong> economic management <strong>and</strong> the<br />
broader socio-economic transformation of <strong>Tanzania</strong>. This discussion is central to the development<br />
of MKUKUTA II, <strong>in</strong>clud<strong>in</strong>g del<strong>in</strong>eation of the roles <strong>and</strong> responsibilities of all development actors<br />
<strong>in</strong> realis<strong>in</strong>g the national vision.<br />
